In 2023, the municipality of Forstern wants to tackle the new building yard as the largest project.

The tax rates remain unchanged.

– Forstern is cautiously optimistic about the future when it comes to the budget.

Management has been good recently, and the level of debt has fallen.

After a certain breather as a result of the large-scale children's house and fire station projects, the intention is to invest again in 2023.

Above all, however, is the uncertain amount of the district levy.

Since this has not yet been determined, it was decided to leave the allocation at the current percentage.

"After all, the statement from the district administrator last year was: It can't get any worse," said Mayor Rainer Streu (AWG).

Now one hopes "that the district council will come up with something so that the levy does not become even more unbearable than it already is": Forstern expects 2.5 million euros here.

“This is a huge challenge for us municipalities.

For this we need our complete trade tax and additional tax power, which we pass on 1:1”, complained Streu.

A large item are also the personnel costs for the 97 employees in the municipal institutions.

Treasurer Jochen Goldammer has estimated almost 3.8 million euros, and this expenditure will continue to rise because wage negotiations are pending.

The City Hall also wants to increase its staff, which will also lead to higher costs.

The largest item in the investment is the new construction of the building yard with 1.48 million euros, "so that we can finally get the valuable property in the center free," says Streu.

In addition, 530,000 euros were set aside for the purchase of land and 400,000 euros for the new recycling center.

In the case of the latter, it is hoped that these funds will only be a transit item and that the district office will assume the costs immediately when the recycling center is tackled in mid/late 2023.

As further investments, Streu named the renovation of the town hall (€80,000), the upgrading of the playgrounds (€50,000), the development of the care center (€100,000), the conversion of the street lamps to LED (€50,000), the final bill for the German fiber optics (€260,000) and the conversion of the kindergarten into an after-school care center (€300,000).

Goldammer has calculated that the municipality would have to pay back around 40,000 euros in subsidies that it received in 2014/15 when a crèche was built in the basement.

"But we will fight so that we don't have to pay it back," Streu said.

At the same time, he was able to announce that the government had now informed them that there should be 115,000 euros in funding for the conversion of the after-school care center.

Overall, the administrative budget, which covers day-to-day business operations, comprises around 9.1 million euros and the asset budget for investments amounts to 5.7 million euros.

The per capita debt will increase to 2399 euros by the end of 2023.

This is also due to the loan of 1.7 million euros.

Streu recalled that the municipality had not taken out any loans in the past two years, but had nevertheless implemented important measures.

"That's why we were able to reduce our debt, but from 2023 it will no longer be possible without loans."

The parliamentary groups had already discussed the budget in advance, so that there were no more discussions in the municipal council.

“The time for lamenting about the budget situation is over.

It is time to actively shape the future again with a sense of proportion,” said Georg Els jun.

The budget does not offer room for castles in the air, but it is solid.

With a view to personnel, energy and construction costs, however, you have to act with a sense of proportion.

The ability to pay taxes is also good - the trade tax alone is 1.95 million, the highest rate in Forstern so far.

Since the property tax was only raised last year, the assessment rates remain unchanged this year (property tax A/B: 380 per cent, trade tax: 330 per cent).

Maria Feckl (Greens) said she thinks it's good "that we're starting with investments again in a moderate way".

In all construction projects, however, one should not forget the social infrastructure, open youth work or the senior citizens' advisory board, which one wants to tackle again next year.

Feckl and Sebastian Klinger (CSU) addressed the building yard.

There is still a need for discussion with the previous plans, for example with regard to potential savings.

"All in all, however, we can certainly get going with the year 2023," was Klinger's conclusion.

All of this was "almost a bit too much praise for our household," admitted Streu.

Because 2023 will also be a challenging year.

And even if you have the financial freedom to invest again, this is only possible with the appropriate administrative staff.

Erwin Nominacher (SPD) explained that the municipal council had set up "the investments with a sharp pencil".

Thanks to the consolidation concept, there is now a little more room to invest.

Streu said about the consolidation concept that he would ask the district office not to have to submit any more next year.
