The Department of Police Investigations at the State Attorney's Office yesterday (Tuesday) filed an indictment for indecent acts against Superintendent Avishai Turjeman, 37 years old from Moshav Tsuriel, who was the head of the Investigations Office at the Nazareth Station of the Northern Police District.

The indictment describes the sequence of events that began on the day of unit formation in the villa, which took place on July 5 of this year, in one of the Western Galilee towns, in which the officer A. A., a police officer on duty, who is about two decades younger than him, participated.



During the event, Turjeman sent L. a WhatsApp message, offering to give her a ride at the end of the activity.

After she replied in the affirmative, he sent her another message asking her not to tell anyone about it.

About half an hour later, the two left the villa, she sat next to him in the Chevy police car Turjeman came to the event with and he drove her towards the train station in Nahariya.



So, during the car ride and according to the indictment, while taking advantage of being the soldier-policewoman's commander, Officer Turgeman put his hand on her inner thigh, near her groin, and caressed her, and this without her consent.

The facts of the indictment indicate that when she asked him to explain his actions while removing his hand from her crotch, he took her hand and, against her will, tried to place it on his penis, above his clothes.

In response, she moved her hand away and prevented him from completing his actions, in turn he asked her "aren't you having fun?".

According to the indictment, it appears that A replied that he was a commander and that he was married, but he and the defendant replied that they were not doing anything unusual, as he said.

According to the allegations, he started kissing her on the mouth without her consent, and she in response moved her head and body back.

It also appears that during the rest of the journey, Turgeman turned into a nearby forest, stopped the vehicle, came back and kissed the young policewoman on the lips, against her will, she again distanced herself from him and then also called her mother and asked him to continue the journey, and so he did.



But the indictment shows that he did not stop, and that during the journey, the officer again placed his hand on the female police officer's inner thigh, again near her groin and this time against her will.

Once again she repeated that he was her boss and that he was married, but he was mature, it turns out that in response he turned his head towards her and again kissed her on the lips, again against her will.



Upon their arrival at the square near the train station in Nahariya, Turjeman stopped the vehicle.

Before getting out of the vehicle, while the soldier-policewoman approached to hug the officer, as described in the indictment he again kissed her on the lips, this time also without her consent.



The indictment also states that ten days later the policewoman called the officer and expressed her concern about his actions and rumors that would be spread in the unit.

It appears that in the response he answered her "everything is fine, just between us... if you didn't tell, no one knows, keep it to yourself", ".. we'll keep it to ourselves... I'll take care of you, trust me...";

"You're not recording me, are you?... Well... I trust you not to ruin our lives."

For this conversation he is also accused of obstruction of justice.

A month later, at the end of his interrogation at the police station, Rep. Turgeman was released, after he signed a bond in which it was stated, among other things, that he was forbidden to make telephone contact with one of the women being investigated in the case and with the police officer of the station. But the indictment shows that more On that day, only about an hour and a half after his release on bail and despite the fact that he knew very well that this was forbidden to him, he made contact with both of them, through phone calls and text messages. For this he is also accused of violating a legal order. Today, he is on forced leave.



The Israel Police stated: "The police take seriously any harm or harassment on a sexual basis and deal with any report of suspected sexual harassment or inappropriate behavior, along with conducting extensive prevention and outreach activities on the issue. Regarding this case, upon the opening of the investigation, it was decided to put the officer on forced leave. Later, the officer was summoned as is customary for a hearing to consider his dismissal from the force, and this was even before the indictment was filed. In these days, a final decision will be made in his case. We will continue to work to promote a respectful, protected and safe environment for all the employees of the organization."



Attorney Ofer Sabo, who represents Rector Avishai Turgeman, said that "this is an outstanding officer, the act was consensual. The truth will be revealed in court."
