Dawn of a new day?

After the signing of the coalition agreements, the full plan is now being revealed which, if fully implemented, will bring about a dramatic revolution in Judea and Samaria.

Among other things, hundreds of millions will be allocated in favor of regulating the crossings of Palestinian workers, billions for transportation as published in "Israel Hayom", the regulation of cellular reception in Yosh, a five-year plan for the development of areas in Yosh, tax benefits for residents in areas with a high level of security risk and solutions for individual farms intended for preservation on state land.

Most of the actions taken in favor of Yosh specifically come from the coalition agreement between the religious Zionist party, but other parties also emphasized different issues in Judea and Samaria.

Thus, the "Noam" party and the "Religious Zionism" party emphasized at the beginning of the chapter dealing with settlement that "the prime minister will lead the formulation and promotion of a policy within which sovereignty will be applied to the Jewish people, while choosing the timing and weighing all the national and international interests of the State of Israel."

Also in the basic lines written in the agreement between the Likud and Otzma Yehudit it is written that "the Jewish people have an exclusive and indisputable right to all parts of the Land of Israel. The government will promote and develop settlement in all parts of the Land of Israel in the Galilee, the Negev, the Golan, Judea and Samaria.

In the agreement with the "Noam" party and with "Religious Zionism" it was determined that legislation to amend the law of secession in northern Samaria will be promoted, in light of the discussion in the Supreme Court on the question of whether to vacate the yeshiva in the fifth year, and its existence will be regulated. In the agreement with "Religious Zionism" it was stipulated that within sixty days the government will make a decision regarding the regulation of the young settlement, within the framework of which the settlements will be connected to water and electricity infrastructures, will receive necessary public buildings and other essential infrastructures.

A decision will also be made on the regulation of the unregulated neighborhoods in the old settlements.

Also, within sixty days, the government will approve a five-year plan for the development and strengthening of settlement in Yosh.

Millions to improve security crossings, billions for transportation

The Religious Zionist Party is focusing on the serious problems on the roads in the West Bank, including the security crossings, which is very troubling to all the residents of Judea and Samaria. A budget of 600 million shekels will be allocated for the immediate regularization of the Palestinian workers' crossings, while adjusting the traffic regulations. They also want to solve a problem for many years, and urgently promote a solution to the lack of cellular reception throughout Yosh.

As published in "Israel Today", within the framework of the agreement with "Religious Zionism", billions will be allocated in the next five years for the purpose of upgrading, developing and paving roads and infrastructure.

The Ministry of Transportation's five-year plan will include a dedicated budget of 1.6 billion shekels each year for the planning and execution of roads in Yosh.

In the agreement with "Otzma Yehudit" it was determined that as part of the government's plan for the development of roads, a response and budgeting will be provided for the planning and full implementation of the doubling of Highway 60 from the British Police intersection to Shaar Binyamin, the doubling of Highway 60 from the El Arov interchange to Bnei Naim and the construction of a bypass road to Levan.

In the agreement with "Noam" it was determined that the design of a bridge for the expansion of road 505 from Ariel to the Jordan Valley and budgeting and immediate implementation of the tower section up to the Gittit junction will be completed.

For the first time in decades, in order to protect the state's lands in the West Bank from illegal takeover, recommendations will be drawn up by the initiative of "Religious Zionism" regarding land arrangements, first registration, survey procedures and a census. To promote these actions, 600 million shekels will be allocated in the next two years.

Also, solutions will be provided to individual farms that are intended to maintain state lands.

In the agreement with "Noam" it was determined that a way to provide protection to Palestinians who sold their house or land to Jews would be examined, a clause that is very relevant to the Jewish settlement in Hebron.

In the agreement with "religious Zionism" it was stipulated that "the government will work for the existence, safety and establishment of the Jewish settlement in Hebron".

In the agreement with "Otzma Yehudit" it was stipulated that within a month from the day of the establishment of the government, a proposal of the decision-makers "A national emergency plan to prevent looting and destruction of heritage sites and strengthening of heritage infrastructure in the Judean Desert, in Judea, Samaria and the Jordan Valley" will be passed.

This program will be budgeted in the amount of NIS 150 million over four years through the Ministry of Heritage.

A five-year plan for developing areas in Yosh and promoting construction

As far as the continued development of Yosh - it was decided in the agreement with "Religious Zionism" that the Ministry of National Missions and the Settlement Directorate will prepare five-year plans for the development of areas in Yosh.

The work plan that will be formulated will be done in coordination with the Prime Minister and will be submitted to the government for approval.

It was also determined that "amendments will be made to the security regulations by order of a general, in order to ensure equitable and efficient arrangements regarding the execution and registration of real estate transactions."

It can be estimated that this is a change to the existing procedure according to which each housing unit in the Yosh has to go through 4 different approvals by the Supreme Planning Council in the Civil Administration.

It was also determined that the Ministry of Defense will complete the procedures for relocating the IDF bases in the Yosh, with an emphasis on Beit El and Kiryat Arba, in order to build there.

The government will act so that, as part of national planning procedures, the planning manager will also take into account the humanitarian needs arising from the plans' interfaces with Judea and Samaria.

The coalition agreement of "Religious Zionism" also deals with tax benefits for the residents as well as indemnification to the various regional councils in Yosh for their excess expenses.

"Within the balance grants and the special grants given to the authorities in the Yosh, a full response will be given to all the excess expenses of the authorities, primarily security, including a full response to the unique expenses of the regional councils in the Yosh," it was determined regarding the benefits to the councils.

In another section it is established that the regional councils will be budgeted in an amount that will allow them to create alternative sources of income - that is, industrial buildings and the like.

It was also determined in relation to the tax benefits that "starting in 2023, the distortion made in relation to residents living in areas with a high level of security risk in the Yash (areas defined as 3-5 in the threat classification of the Central Command) will be corrected so that they will be entitled to tax benefits, similar to residents of other threatened localities." Another part of the agreement includes maintaining the open areas in the West Bank, which are currently being dramatically damaged as a result of Palestinian aggression.

In addition, a team of CEOs will be established to review and consolidate the arrangement for mining and the use of quarries, including the granting of concessions for the aforementioned mining, as well as solutions for the expansion of trade and employment through a change in zoning, and this in view of the needs of environmental protection and the desire to provide economic and employment solutions for all Jewish and Arab residents of Yash .

In addition, the government will promote the establishment of a fund to maintain the open areas, with the aim of helping the regional councils to deal with waste in streams, wadis and tourist sites.

A team that will examine the scope of aid and the possibility of receiving funds from the cleaning fund will submit its conclusions within 60 days.

It was further determined that the relevant government ministries, and especially the Ministry of Agriculture, will work to compare the conditions, rights and grants in relation to agriculture in the Palestinian Territories, including the grazing sector, which will bring about equality between them and the rest of the country while making adjustments to the challenges in the Palestinian Territories and recognizing the division's authorizations for settlement, including Providing a budgetary response to the special characteristics of the farmers in the Yush. As far as this is necessary, the Ministry of Agriculture will assist the settlement division.
