Your independence is very important to the VHS Oberschleißheim.

– The VHS Oberschleißheim is too small, it is threatened with exclusion from the Bavarian Adult Education Association (BVV).

Therefore she wants to join the VHS Dachau-Land by the end of 2024.

"Nevertheless, we remain independent," explained VHS board member Hans-Joachim Röthlein.

Minimum criteria not fully met

In 2016, the BVV laid down minimum criteria that every adult education center must meet in order to remain independent.

Among other things, this includes the number of participants with 2400, and there should be 150 events from five subject areas per year.

The VHS Oberschleißheim fulfills all of this, but not the minimum number of 30,000 participants double lessons.

"Here we are, because we simply have far too small rooms and also do not offer any integration courses, only just over 15,000. We are therefore threatened with exclusion from the BVV if we do not apply for a merger or membership in another association by the end of the year provide,” explained Röthlein in the municipal council.

Exclusion from the association would be disadvantageous

If the VHS Oberschleißheim were excluded from the association, this would have negative consequences: the loss of state subsidies, no more support in legal, content, technical and administrative questions, no more support programs or favorable framework agreements, loss of the interface to central associations and authorities.

"So we have to connect somewhere, from our point of view the VHS Dachau Land is ideally suited for this," said Röthlein.

The alternatives are played through

Fritz-Gerrit Kroop (Greens) could not understand this.

"The VHS Munich North with Garching and Unterschleißheim would be much more logical.

We have already worked together here.” This option was considered for a long time, “but if our VHS joins Munich North, we will lose our organizational independence.

All our funds flow centrally into the organization.

If we're unlucky, the four other mayors always vote against us," said Röthlein.

Always the possibility of leaving

The situation is different with the VHS Dachau Land.

You have the option to opt out at any time.

The organizational structure is similarly loose.

There is also a well-functioning cooperation with the office and there are already many participants and course leaders from the Dachau district in Oberschleißheim.

"And there are short distances and no level crossing barriers," said Röthlein.

In addition, the costs for joining Dachau Land amount to a maximum of 5000 euros, which the VHS can bear itself.

"However, Dachau Land has not yet approved our accession." Details still have to be clarified beforehand.

Keep funding in place

Helga Keller-Zenth (Greens) did not like joining the Dachau Land Association.

Mayor Markus Böck (CSU), however, defended the proposal.

"We want to keep Oberschleißheim subsidies in place and not let them flow to a central organization." Stefan Vohburger (FW) emphasized the retention of the independence of the Oberschleißheim adult education center.

"That's why we should go to Dachau Land." Röthlein added that the neighboring communities of Karlsfeld and Haimhausen are involved in Dachau Land, "that would offer us a whole new clientele." Ultimately, the municipal council voted unanimously to join the VHS Dachau-Land under " maintaining independence.”
