Almost two months after election day, the 37th government will be sworn in today (Thursday), thus officially beginning its term.
But even before the inauguration, the Knesset plenum will open with a speech by Prime Minister-designate Binyamin Netanyahu, who will present the basic outlines of the government and the distribution of roles in it.
The plenum is convening at this time, but the division of positions in Likud has not yet been completed.
It is possible that Netanyahu will present the composition of his government without the non-staffed portfolios and complete the assignment later or that he will surprise the plenum and announce his decision regarding the foreign affairs portfolio.
After that, the designated opposition leader Yair Lapid will speak, and after that factional debates will be held. Later, each of the opposition factions will be given 15 minutes to speak from the Knesset podium. The factions may divide the right to speak to several speakers, provided that each speaker does not speak for more than three minutes.

At the end of the speeches, the vote will be held on the election of the speaker of the Knesset, a position to which Amir Ohana is expected to be appointed. After his election, there will be a vote of confidence in the government presented by the prime minister-designate, at the end of which the members of the government will be required to swear allegiance to the service of the State of Israel. The event is expected to end in the afternoon.
Meanwhile, The floundering around the distribution of portfolios in Likud has not yet been resolved. During the night Prime Minister-designate Binyamin Netanyahu continued meetings with members of his party at Citadel Ze'ev, with the vacant portfolios that still remain to be divvied up being foreign affairs, energy, regional cooperation and intelligence.

Beyond that, Netanyahu also met with members of the Knesset Gila Gamaliel and Danny Danon, but did not reach an agreement with them yet.
Danon first demanded to be appointed speaker of the Knesset, Netanyahu offered him to resign from the Knesset and become KKL-JV chairman, but Danon refused and demanded a portfolio in the government. Gamaliel refused to accept the Ministry of Social Equality assigned to her, nor the position of ambassador. Gamliel wanted the environmental protection portfolio which was handed over to Knesset member Idit Silman, and in the meantime the social equality file was handed over to Shiki.
Netanyahu will try to solve the headache with Katz, Cohen, Danon and Gamaliel in an effort to prevent them from joining the disillusioned Likud, and the most vocal of them, Amsalem, who demanded to accept the Knesset speaker or Netanyahu will try to minimize the degree of disappointment among other senior members of the Likud, so that no internal opposition will arise.
