The government aims to achieve orderly customs clearance with the Mainland by January 15 next year.

Legislative Council member Leung Man-kwong proposed to set up special quotas for Hong Kong residents, and give priority to allowing Hong Kong people who do business, visit relatives, go to funerals and go to school to return to the mainland.

Deng Jiabiao, member of the Legislative Council of the Federation of Trade Unions, advocated dividing the quota into one-day return quota and long-term stay quota, which should be adjusted according to actual needs.

Liang Wenguang pointed out that the number of citizens who have inquired about receiving Home Return Permits has increased recently, and he hopes that the government will announce the customs clearance arrangements as soon as possible, including how many places there will be.

He said that after customs clearance, it is believed that non-Hong Kong residents will return to the mainland via Hong Kong. He suggested setting up special quotas for Hong Kong residents to ensure that Hong Kong residents who need to visit relatives and go to school can enter the mainland.

He believes that reopening multiple ports at the same time can play a diversion role. He suggested that the government should make a simple diversion. For example, students and relatives can travel to and from the mainland through specific ports.

Deng Jiabiao said that many Hong Kong people hope to return to the Mainland to handle daily affairs, including dealing with frozen bank accounts. It is suggested that the quota be divided into two categories: one-day travel and long-term stay, and then adjust according to actual needs. For example, it is estimated that before the Lunar New Year Many people return to the mainland to visit relatives, and there is a high demand for long-term stays.

Regarding the government’s cancellation of quarantine regulations for close contacts, Deng Jiabiao said that many workers hope to go to work and earn more income. It is a good thing to cancel the quarantine of close contacts, but they are worried that employers will require close contacts to take unpaid leave. I hope that employers and employees will understand each other. , for example, employers may provide paid leave for close contacts.
