After weeks of tough negotiations, the president-elect, Luiz Inácio Lula da Silva, unveiled his entire cabinet.

There will be 37 ministries, a record number to accommodate the allies that formed the broad front to defeat Bolsonaro, decisive for Lula to win the elections.

The hard core stayed with the Workers' Party (PT) or its orbit of left-wing parties, but there is also room for allies leaning towards the center right.

Women, far from the most important ministries, will be less than a third, and blacks, who are half of the Brazilian population, are even worse represented.

Even so, Lula recalled that his 11 female ministers represent the maximum female participation in the country's history.

Fernando Haddad (São Paulo, 59 years old).

Economy Minister

One of Lula's most trusted men, since the time he was Minister of Education in his first two terms.

In the 2018 elections, he was a candidate for the presidency when Lula was prevented from contesting the elections and his name is always among the favorites for succession.

He was mayor of São Paulo between 2013 and 2016 and in the last elections he tried for the position of state governor, but was defeated by a Bolsonaro candidate.

He promises to combine the increase in social investment with the control of the deficit.

Geraldo Alckmin (São Paulo, Pindamonhangaba, 70 years old).

Vice President and Minister of Industry and Commerce

The main symbol of the broad front that Lula built to win the elections.

Historical rival of the PT, Alckmin agreed to be number two in the Government and at first he was going to have only that more institutional role and as a bridge with the most conservative sectors of Congress and society.

In the end, Lula also gave him a ministry in the face of difficulties in finding a weighty businessman willing to fill the portfolio.

Marina Silva (Rio Branco, 64 years old).

Environment Minister

The veteran ecologist reoccupies this portfolio 20 years later.

In Lula's first years as president, she implemented the policies that managed to reduce deforestation in the Amazon, but she left the government due to development pressure from other ministries.

She spent years estranged from the PT, she founded her own party (Rede Sustentabilidade) and was a three-time presidential candidate.

She reconciled with Lula in her last campaign and lent her support in exchange for her taking up her environmental agenda.

Silva now says that Lula has changed and that she understood that environmental policy has to permeate the entire administration.

Rui Costa (Salvador, 59 years old).

Minister of the Civil House

Like Lula, he began his political career in the union movement in the 1980s, and helped found the PT in Bahia.

He is an economist, he has governed his home state for eight years, and before that he was a councilor and representative.

His position, which is equivalent to a kind of chief of staff or prime minister, has as its main attribution the coordination of public policies with the other ministries.

Flávio Dino (São Luis, 54 years old).

Minister of Justice and Public Security

For eight years, he governed Maranhão, one of the poorest states in Brazil, and before that he was a congressman and federal judge.

His main challenge will be to undo the influence left by the Bolsonaro government, especially in high-ranking police officers.

During the weeks of transition, he announced that the new government will revoke Bolsonaro's decrees that facilitated the possession of weapons and hinted that there will be no permissiveness with the coup protests.

José Múcio Monteiro (Recife, 74 years old).

Minister of Defense

Former magistrate of the Court of Accounts of the Union (TCU), Monteiro was minister of the Secretariat of Institutional Relations in Lula's second term and moves well in military environments.

He is expected to be key in overcoming Lula's difficulties with the leadership of the Armed Forces.

His appointment was praised even by the current vice president, General Hamilton Mourão.

Mauro Vieira (Rio de Janeiro, 71 years old).

Minister of Foreign Affairs

A career diplomat, he was already Foreign Minister with Dilma Rousseff between 2015 and 2016, and he went through important embassies, such as those in Buenos Aires and Washington, in addition to leading the representation of Brazil at the UN.

Since 2018, he has been ambassador to Croatia.

He will have to rebuild Brazil's relations with the world and recover the "haughty and active" foreign policy that Lula wants for the country.

Nísia Trindade (Rio de Janeiro, 64 years old).

Minister of Health

She will be the first woman in charge of the Ministry of Health and her appointment was highly applauded by the sector.

Until now, she led the Oswaldo Cruz Foundation (Fiocruz), the largest scientific health center in Brazil and Latin America, which played a fundamental role during the covid-19 pandemic, with the production of millions of vaccines.

Her main challenge will be to guarantee the financial viability of the public health system, strengthen primary care and recover child vaccination campaigns.

Wellington Dias (Oeiras, 60 years old).

Minister of Social Development

He is another historical cadre of the PT, to which he has been affiliated since 1985. He has governed the state of Piauí for 16 years, in four terms, and now he will assume a portfolio that is considered strategic.

He will control the distribution of social aid from programs such as the 'Bolsa Familia', which in the past contributed to ending hunger and brought millions of Brazilians out of misery.

Due to its impact among the poorest electorate, it was one of the most coveted ministries.

During the pandemic, Dias coordinated the National Forum of Governors, which acted as a counterweight to Bolsonaro's denialism and mobilized in search of vaccines.

Camilo Santana (Crato, 55 years old).

Minister of Education

He is an agronomist, professor and a rising politician within the PT.

He ruled the state of Ceará for two terms, recognized even internationally for his good educational levels.

The favorite for the position was Izolda Cela, one of the main architects of that educational revolution in this region of the northeast of the country.

Simone Tebet (Três Lagoas, 52 years old).

Planning Minister

This center-right senator was the great revelation of the last campaign.

She came in third place in the presidential race, and in the second round, she did not hesitate to support Lula despite her differences in order to stop Bolsonaro.

In recent days, the president juggled to award him a portfolio to reward his contribution to the electoral victory, but in the PT it was feared that a very lucid ministry would give him wings for 2026. Silvio Almeida (São Paulo, 47 years old).

Minister of Human Rights

Doctor of Law from the University of São Paulo (USP), philosopher and considered one of the greatest Brazilian intellectuals of his generation, Almeida has stood out for his work in the fight against racism.

He is the author of 'Structural Racism', one of the most influential books in recent years, and he presided over the Luiz Gama Institute, an organization in defense of the Afro-Brazilian population and minorities in general.

One of his first announcements has been the creation of a specific secretariat for the LGBTQIA + community.

Sônia Guajajara (Arariboia Indigenous Land, 48 years old).

Minister of Indigenous Peoples

He is the main face of the indigenous movement in Brazil.

For years he chaired the country's main indigenous organization, denouncing Human Rights violations on indigenous lands from the UN to the European Parliament.

Four years ago she was a candidate for the vice presidency with a party to the left of the PT and in the last elections she won a seat as a deputy.

Anielle Franco (Rio de Janeiro, 38 years old).

Minister for Racial Equality

Journalist, professor and feminist and anti-racist activist, she became known nationally after the murder of her sister Marielle Franco in 2018, then a councilor for Rio de Janeiro.

The political attack (still not fully resolved) shocked the country, and after the murder, Anielle founded the Marielle Franco Institute, to preserve the memory of her sister and organize social projects focused mainly on black women and young people from favelas and peripheries.

Women's Minister

A long-standing militant for women's rights, Gonçalves has extensive experience militating in social movements but also in politics, as she was the national secretary for the fight against gender violence in the governments of Lula and Dilma Rousseff.

In recent years, she has acted as a public policy consultant and given conferences and courses for town halls and regional governments.

Luciana Santos (Recife, 38 years old).

Minister of Science and Technology

President of the Communist Party of Brazil (PCdoB) and lieutenant governor of the state of Pernambuco, Santos is an engineer and has been from deputy to mayor, as well as Secretary of Science and Technology in Pernambuco.

After being appointed by Lula, she affirmed that her main priority will be to increase the value of scholarships for scientific research, which have been frozen since 2013.

Luiz Marinho (Cosmorama, 64 years old).

Minister of Labor

He made a career in the ABC Metallurgical Union, the political cradle of Lula, and is the current president of the PT in São Paulo.

He already held the Labor portfolio in Lula's first governments and was also mayor of São Bernardo do Campo.

Márcio França (Santos, 60 years old).

Minister of Ports and Airports

More to the center than to the left, França has been mayor and governor of São Paulo, a position he wanted to run for again this year.

However, he gave in to pressure from the PT, which wanted to place Haddad as a candidate, and agreed to run for the Senate, but did not win a seat.

Minister of Institutional Relations

He already held this same position in the last years of Lula's second term.

He will be in charge of dialogue with the National Congress, a central mission to guarantee Lula governability in an environment more leaning to the right.

Padilha, who is an infectologist, became more famous when he was Minister of Health with Dilma Rousseff and implemented the 'More Doctors' program, which 'imported' thousands of Cuban doctors to provide assistance to the poorest and most isolated regions of the country.

Minister of Management

Minister of the Attorney General of the Union

Fisheries Minister
