The House cannot inaugurate the new Congress or swear in new members until a speaker is chosen.
In the second round of voting, Representative Matt Gaetz nominated Representative Jim Jordan for Speaker of the House.
Jordan, in an effort to show unity, had nominated McCarthy.
McCarthy has vowed to stay in the race even if he doesn't win on the first ballot, but there's no exact manual for what the camera will do next, as it's an unknown scenario.

Hakeem Jeffries won as Minority Leader with a unanimous vote.
Meanwhile, President Joe Biden has no plans to meddle in the ongoing process on Capitol Hill to choose a new House speaker, the White House says.
“The president served as a United States Senator for 34 years and understands how this process works,” said White House press secretary Karine Jean-Pierre.
"It certainly won't get in."
