The Civil Service Commission is currently discussing a series of nominations of close associates and political appointees for positions in the various government ministries. The entry of the 37th government ministers into their offices is accompanied by a mass division of positions, and the first days are dedicated to the senior and significant appointments in the various government ministries.

The Civil Service Commission is currently discussing a series of nominations of associates and political activists for positions in the various government ministries, and they will be submitted for government approval, subject to their approval by the Appointments Committee.



First and foremost, Prime Minister Benjamin Netanyahu decided to appoint Yossi Shelley as CEO of the Prime Minister's Office and Yossi Fox as Cabinet Secretary.

Shelley, a long-time Likud activist, served as field manager in the last Likud campaign and previously served as Israel's ambassador to Brazil as a political appointee of Netanyahu.

Attorney Yossi Fox is a close associate of Netanyahu who was placed on the Likud list in the last elections in an unrealistic location. Until their approval by the Commission, the position of the Prime Minister's Secretary and CEO of the Prime Minister's Office will be filled by Chief of Staff Tzachi Braverman. In addition, Netanyahu appointed former MK and Minister Tzachi Hanegbi, who was elected in an unrealistic place in the primaries, for the position of the head of the National Assembly, and Prof. Avi Simhon, who also failed the Likud primaries, for the head of the National Economic Council, a position he already held in the past between 2016-2021.

Another associate of Netanyahu's, Ronan Peretz, is expected to be the Director General of the Ministry of the Interior under Minister Aryeh Deri. Peretz worked in the Prime Minister's Office from 2013 and served as Deputy Director General of the Prime Minister's Office under Netanyahu in 2019-2020.

In Deri's second office, the Ministry of Health, the former CEO Moshe Bar Siman Tov, who developed close relations with Netanyahu during his time in the office and especially with the management of the Corona crisis, will be reappointed. Defense Minister Yoav Galant appointed the former Deputy Chief of Staff, Major General Bmil Eyal Zamir, who previously served as Netanyahu's military secretary and is considered his preferred candidate for Chief of Staff.



Among Likud ministers, there is a clear trend of appointing political, rather than professional, CEOs to the various ministries. The threshold conditions at the Civil Service Commission for the appointment to the CEO of a government ministry are quite flexible and require experience in management and an academic degree.

The Commissioner of the Civil Service, Daniel Hershkovich, is a political appointee of Netanyahu himself, and according to the assessment, Likud will approve most of the appointments.



The Minister of Innovation and Science, Ofir Akunis, decided to appoint the former MK Osnat Mark as the CEO of his office.

Mark served as an MK in the 21st and 23rd Knesset, but was not elected in a realistic place in the primaries. She is considered close to Prime Minister Netanyahu and his wife and her name was also mentioned as a candidate for the position of secretary of the government or executive director of the Knesset.

In the end, Akunis decided to appoint her as CEO in his office, and as of now she is the only woman CEO in the new government.

Minister of Transportation Miri Regev wishes to appoint her close associate Moshe Ben Zakan, 36, as Director General of the Ministry of Transportation. Culture Minister Miki Zohar intends to appoint Kafir Suisa, his former chief of staff and currently head of the Likud opposition in Kiryat Gat, as CEO of the ministry.

Swissa also serves as the CEO of Likud Global and a member of the KKL-Junk Board of Directors, and was previously the CEO of Maccabi Kiryat Gat and a member of the management of the Premier Basketball League.



Energy Minister Israel Katz decided to appoint his associate Kobi Blitstein as CEO of the Ministry of Energy.

Blitstein accompanied Katz for many years in all his positions in government offices: he served as VP of infrastructure planning and development and later headed the infrastructure administration at the Ministry of Finance and even became executive director.



Economy Minister Nir Barkat decided to appoint his associate Amnon Merhav as the director general of the ministry. Merhav served as legal advisor and director general of the Jerusalem Municipality during Barkat's tenure, and will now manage for him the first government office he entered.



Agudath Israel chairman Yitzhak Goldknopf is also expected to appoint Yehuda Morgenstern to serve as CEO of his ministry.

Morgenstern, 39 years old, is a Gur Hassidic from the same Hasidic to which the minister belongs, he previously served as the head of the economic society in Bnei Brak and has gained extensive experience in the field of real estate and infrastructure.
