The 2023 electoral process in Ecuador is in its final stretch after the campaign period began on January 2, which will be in force until 11:59 p.m. on February 2.

On Sunday, February 5, a couple of days after the end of the campaign, the elections will be held in the nation.

Specifically, the South American country will hold sectional elections, the Council for Citizen Participation and Social Control (CPCCS), a referendum (known as Referendum 2023) and a popular consultation.

According to the National Electoral Council (CNE) of Ecuador, citizens will vote for the following:

  • 23 prefects or provincial prefects, and 23 vice-prefects or provincial vice-prefects

  • 221 mayors or district and municipal mayors

  • 864 urban councilors and their respective alternates

  • 443 rural councilors and their respective alternates

  • 4,109 members of the rural parish councils, and their respective substitutes

CPCCS Elections

  • 7 main directors and directors;

    and 7 alternate directors and directors.

  • Of the 7, three will be men, three women and one will be from the Indigenous Peoples and Nationalities, Afro-Ecuadorians or Montubios and Ecuadorians Abroad

Referendum 2023

The CNE indicates that Ecuadorian citizens will vote in a referendum of eight questions in which they will be able to choose "Yes" or "No" in each one.

These are the eight questions of the Referendum:

1. Do you agree with allowing the extradition of Ecuadorians who have committed crimes related to transnational organized crime, through processes that respect rights and guarantees, amending the Constitution in accordance with Annex 1?

2. Do you agree with guaranteeing the autonomy of the State Attorney General's Office, so that it selects, evaluates, promotes, trains and sanctions the servers that make it up through a Fiscal Council, amending the Constitution in accordance with the Appendix 2?

3. Do you agree with reducing the number of assembly members and electing them according to the following criteria: 1 assembly member per province and 1 additional provincial assembly member for every 250,000 inhabitants;

2 national assembly members for every million inhabitants;

and 1 assembly member for every 500,000 inhabitants residing abroad, amending the Constitution in accordance with Annex 3?

4. Do you agree with demanding that political movements have a minimum number of affiliates equivalent to 1.5% of the electoral register of their jurisdiction and forcing them to keep a register of their members audited periodically by the National Electoral Council, amending the Constitution according to Annex 4?

5. Do you agree with eliminating the power to designate authorities that the CPCCS has and implement public processes that guarantee citizen participation, meritocracy and public scrutiny, so that it is the National Assembly that designates the authorities through these processes? who currently elects the CPCCS amending the Constitution in accordance with Annex 5?

6. Do you agree with modifying the designation process of the members of the Council for Citizen Participation and Social Control, so that they are elected through a process that guarantees citizen participation, meritocracy, public scrutiny, carried out by the National Assembly, amending the Constitution in accordance with Schedule 6?

7. Do you agree that a water protection subsystem be incorporated into the National System of Protected Areas, amending the Constitution in accordance with Annex 7?

8. Do you agree that people, communities, peoples and nationalities can be beneficiaries of compensation duly regularized by the State, for their support for the generation of environmental services, amending the Constitution in accordance with Annex 8?

Referendum

Finally, the popular consultation that will be held on February 5 is about the cantonization of the Sevilla Don Bosco parish, belonging to the Morona canton, in the province of Morona Santiago.

In this, only citizens registered in the rural parish of Seville Don Bosco will be able to vote.

It should be remembered that Ecuador is divided into provinces and these in turn are divided into cantons.

Each canton is divided into parishes, which are classified as rural and urban.

This means that the popular consultation has as its objective that the citizens of this place decide if the rural parish of Sevilla Don Bosco becomes one more canton of the province of Morona Santiago.
