This week the wind in Israel began to blow in a refreshing and correct direction.

The state was asked to respond to the High Court of Chomesh, the same petition that seeks to evacuate the small settlement and the yeshiva located in the village of Harb Chomesh in Samaria. And here, unlike previous governments, the state informed the High Court that the season of evictions is over and the season of settlements has begun.

The new government that was born changed the direction of the arrow.

The state's new arrow is an action to amend the law of disengagement, which prevents Israelis from staying and establishing new settlements in areas that were evacuated during disengagement, among others in northern Samaria.

This is real news.

Not only because of a small settlement in the five, but because of the larger, political, moral and ideological level.

To understand this law, you have to go back to 2005, the days of disengagement and deportation.

In one summer, the State of Israel turned the Gaza Strip into a bubbling front, with thousands of soldiers and rockets, which with a wave of the hand or a lightning strike reduce the Gush Dan block to shelters.

That Gaza and that Hamas have been perfected since Israel abandoned the territory.

They built a wide infrastructure of tunnels, smuggled in sophisticated weapons, stored up solid courage - and since May 2021 we have seen another innovation: the ignition of an internal front within little Israel, among the Israeli Arabs.

But the legal and sovereign situation in Gaza and Northern Samaria is completely different.

While the Israeli government officially gave up on the Gaza Strip - in North Samaria not only did it not give up, but the entire area still remains Area C, only free of Jews.

In Gaza, the Palestinian Authority received the keys and lost them to Hamas, but in North Samaria the Authority did not receive any keys, it is still in the hands of Israel.

As in any place where there is no settlement and permanent Jewish-Israeli presence, a kind of terrorist state has grown in northern Samaria as well.

Today there are hundreds and even thousands of armed men in the Jenin sector, and Iranian infiltration through the Islamic Jihad, who are setting up terrorist battalions and training on the ruins of Jewish settlements.

Although the situation is far from being as dangerous as in Gaza, it is also far from being controlled by security as in Bethlehem and Kalkilia.

The routine of life and the laughter of the children in the settlements obliges the army to succeed in its mission.

He must be present, initiate and strive for contact, and must protect the entire area around the settlement, including the access routes.

This is how spatial security is created, and thus, if there are many settlements - terrorism does not manage to raise its head.

Our settlements not only grow life, they also dictate spatial security, not a specific one.

In order to ensure that the territory remains free of settlement, Israel enacted the "Disengagement Law" - a moral stain not only on Zionism and the State of Israel, but also universal.

It is a racist and discriminatory law, under which it is written that Israelis are not allowed to enter, but in fact Jews are not allowed to enter.

If an Israeli Arab and an American Jew arrive at the checkpoint, the Arab will be allowed to enter and the Jew will not.

The Civil Administration actively and publicly encourages Israeli Arabs to come to Jenin for the benefit of commercial and economic relations, and in fact encourages breaking the law on racial grounds - only for Arabs, not for Jews.

This is the story of the law designed to prevent Jewish settlement, and it should be repealed while renewing life in the area.

Around that time in Hanukkah 2006, a group of citizens arose, shook off the fragments of the deportation and the destruction and built a movement: "Five First".

My dear father is also one of its energetic founders.

Their main goal was to restore settlement and stop the wheel of retreats.

The measure was, and still is, the trampling of the "Secession Law", with the aim of officially canceling it.

And so, for about 16 years, they are there.

At first in a drizzle, then in the rain and finally in a permanent presence, while they sweep an entire public with them.

And here - now the wind changes direction.

The official Israeli government announces that it intends to cancel the law of secession.

It won't happen overnight, it will require effort, but it is the right and just thing to do.
