Nothing is going well between Emmaüs Gironde and the State.
After several inspection procedures, the prefecture of the department decided to withdraw the approval allowing the structure to accommodate people in difficulty.
Five devices will be closed, including the Bacalan-Bouliac reception and social reintegration accommodation center (CHRS) in Bordeaux, which supports 26 people.
It will close permanently on February 1.
However, this administrative decision did not fall from the sky.

This is the continuation of a procedure which began in 2019 following an inspection-control of social activities linked to the accommodation of Emmaüs Gironde
”, specifies the prefecture of Gironde.

The inspection reports submitted in 2019 had formulated various injunctions and recommendations to the association to remedy the serious dysfunctions observed in the conduct of social establishments and the keeping of the association's financial accounts.

The organization was then an association law 1901. Emmaüs Gironde then became a cooperative society of collective interest (SCIC) in 2020. Three years later, in December 2022, during a follow-up inspection in two establishments already inspected in 2019 (the CHRS of Bacalan-Bouliac and the boarding house of Crespy in Talence), "
serious shortcomings were again observed
" within these accommodation centers.

In particular, the lack of continuity of activity by the staff and the opacity of the financial resources dedicated to each system which are likely to harm the health, safety and physical or moral well-being of the people received.

Fallback solutions put in place
Faced with this situation, “
a contradictory deadline was given to the SCIC, which responded without providing any information likely to call into question the report's findings and conclusions.
It was therefore decided to put an end to the accommodation activities of Emmaüs Gironde
”, explain the state services in the department.
In addition to the Bacalan CHRS, the Bordeaux Belcier day stop, the Crespy boarding house in Talence, the Adrienne Bolland rental mediation system in Mérignac and the Teich accommodation center are affected by this closure, i.e. around 200 places. accommodation in the department.
But fallback solutions will be put in place by the prefecture.
For the Belcier day stop and the Bacalan CHRS, the people accommodated will be quickly taken care of within other State systems.
For the Crespy pension, the Mérignac rental mediation system and the Teich accommodation center, it is the various owners of the reception areas who will ensure the resumption of activity, with an approved associative operator.

The Girondin branch of Emmaüs had also been suspended from the national movement at the start of 2019, the federation considering that the management of certain Girondin homes did not comply with the rules set by Emmaüs France.
In February 2019, Emmaüs Gironde announced that it was leaving the federation on its own, denouncing an “
infamous
” suspension.
Faced with the orders issued by the prefecture of Gironde in 2022, Emmaüs Gironde wishes to appeal to the administrative judge to suspend this decision.
