Chen Guoji emphasized that Article 14 of the "Hong Kong National Security Law" clearly stipulates the duties of the committee, which does not involve any judicial powers and functions.
In addition, according to Article 47 of the "Hong Kong National Security Law", the chief executive will only issue a certificate on these issues when the court hears a case involving whether the relevant act involves national security, or whether the relevant evidentiary materials involve state secrets for identification.
The certificate also binds the court only in such matters.
The chief executive cannot decide the verdict of the case, and the court still has the final adjudication power of the case.
He reiterated that the interpretation adheres to the principle of the rule of law and does not undermine basic human rights such as the independent judicial power of the courts or the right to a fair trial.
