Shooting in Écully: "At the Sources, only 10 to 12 families pose a problem"

INTERVIEW - Three days after a 32-year-old man was killed at the foot of a tower on Avenue des Sources, the LR mayor of Écully, Sébastien Michel, assures Le Figaro that he has fought daily to prevent crime to settle at the foot of the towers.


LE FIGARO - Several residents point to the responsibility of elected officials after the deadly shooting on Tuesday and say they have warned of the deterioration of the climate in the Sources district.

How do you answer them?

Sébastien MICHEL

- Since the start of my mandate, I have visited the neighborhood nearly twenty times.

This situation, I do not discover it;

I would like to be surprised, but I'm not.

In connection with the national police and the social landlord, we carry out visit operations in the common areas.

Since September, there has been one a week to prevent deal points from settling.

At the same time, there were 112 municipal police patrols.

Some point to the arrival of new residents?

This is another subject of concern, which I discussed with our parliamentarians, because in this district of 1,300 housing units and 3,000 inhabitants, only 10 to 12 families pose a problem.

They are identified, but nothing can be done and the whole neighborhood is penalized even though many residents have lived there for a long time and do not want to leave.

People are very invested in this district which suffers from its isolation.

We have organized meetings of elected officials at the bottom of the towers and the lessor has invested 33 million euros in the renovation.

In the annual operating budget of the municipality, we put 300.00 euros in security, which is not neutral.

They are also asking for more police resources…

We have strengthened the work of cooperation with the national police since the beginning of my mandate.

As for the municipal police force, we have increased from 4 to 16 municipal police officers.

We are also deploying video protection cameras: from 48 in 2020 to 61 today and 70 at the end of 2023. At Les Sources, there are three on the public highway but the buildings and tenement belong to the lessor.

The paths are therefore in the private space.

We are nevertheless working with Alliade on a safety study to see how to implement video protection.

You are asking for the placement in the

political district of the city

(QPV) of Sources in Écully, why?

The problems date back to 2014 and the decision of the then Minister for the City, Najat Vallaud-Belkacem, to remove the district from city policy.

It was estimated that the inhabitants were sufficiently wealthy because their address is in Écully.

During this time, hundreds of millions of euros have been dumped on the other side of the road, at La Duchère, and it was necessary, by breaking with this very vertical habitat, but by shifting the problem.

What would that bring concretely?

Additional means in terms of prevention in particular.

On the side of the social landlord, this would make it possible to take advantage of more advantageous tax measures to accelerate renovation.

And in a second step, we would have the possibility of having access to Anru financing as on the Duchère, Rillieux-la-Pape or Vaulx-en-Velin.
