If everything goes smoothly, the entire district will be an MVV area from December.

But in order to really get a tariff unit, the neighbors also have to pull their weight.

Bad Tölz-Wolfratshausen – 2023 is the year in which the decisive course is set on the way to the traffic turnaround.

If everything goes as planned, you will join the MVV association this year.

In the district of Bad Tölz-Wolfratshausen, this eliminates unequal treatment that has existed for 40 years.

Because while the north has long belonged to the MVV tariff area and benefits from the subsidized tickets, using local public transport in the south is usually more expensive.

In addition, there is no uniform tariff structure in the district.

This is complicated for users.

It is essential, however, that the neighboring districts also move along, after all, numerous railway lines cross their areas on the way to Munich.

However, joining the MVV is not without controversy everywhere.

Convincing people from “Rosenheim to Schongau”

District administrator Josef Niedermaier and Matthias Schmid, public transport expert at the district office, are currently trying to convince "from Rosenheim to Schongau" and "explain what opportunities MVV membership offers".

Rosenheim is difficult.

There is currently an application by the Free Voters to prefer a transport association with Salzburg.

In Weilheim-Schongau, too, not everyone is convinced that joining the MVV makes sense.

Niedermaier believes that this is also due to the fact that the Free State has not given a definitive commitment to bear the deficit in rail transport.

This arises because the routes are long-term and the house tariffs that apply there are more expensive than those in the MVV.

Someone has to pay for the difference - and actually the Free State is responsible for the rails.

Again and again people are asked whether joining the MVV is still necessary given the 49-euro ticket.

"Definitely," says Niedermaier.

And district office department head Wolfgang Krause adds: "The accession is a huge step forward, more important than any increase in frequency.

After all, the Free State is only now paying for a large part of all the necessary examinations.

Express bus line to Starnberg is a successful model

Speaking of paying: State subsidies are also pouring in for some bus lines.

They are actually a matter for the municipalities, but there are now "state-important" bus lines.

And there is money from the state for them – also because the buses go where there are no rail connections.

The XBus 970 from Bad Tölz via Geretsried and Wolfratshausen to the Starnberg S-Bahn station, which has been running since December 2021, is one such line.

It is "a successful model with incredible growth rates," says Niedermaier.

Already within the first year there was a significant increase in the number of passengers.

Especially since the summer, the popularity among passengers has increased significantly.

In January 2022, an average of almost 600 passengers were counted on an average working day with school operations, from September to November there were an average of more than 1900 people.

During the holiday season, August was the month with the most passengers on weekdays: an average of more than 2000.

Even after the end of the 9-euro ticket, passenger numbers remained high

The line was also used more and more at weekends over the course of the year: "While there were still a good 800 users in January, the peak in July was over 2,600. And even in November, over 2,100 people still used the express bus line at weekends," it says in a press release from the District Attorney's Office.

The 9-euro ticket certainly contributed to the success.

But even after it ended, “passenger numbers remained consistently high”.

Create offers to get rid of the "Eh-da-Auto".

A good offer with good frequency and simple tariff structures - for Niedermaier that is the key to the mobility turnaround.

“People will only restrict themselves to a limited extent when it comes to mobility.

The price of petrol didn't do anything," says Niedermaier.

“That's why you have to create offers to get rid of the 'eh-da-car'.

And the offers that we have created are models for success.” Niedermaier is therefore continuing to implement the local transport plan.

In it, the district politicians have defined the quality of public transport in the district.

This will already cost millions this year due to new bus lines and increased frequency.

Not everyone in the district council sees this as sensible in financially difficult times - especially since public transport is a more or less voluntary service.

Whether the majority of the district council supports Niedermaier's line will be seen on February 27th.

The committee then decides on the new budget.
