The mayors of the cities in Israel mark for the incoming government the boundary lines in the relations between the central government and the authorities in Israel.
In a sharp and unusual letter, the heads of the authorities attack the coalition agreements signed with the parties.
Haim Bibs, chairman of the local government center and mayor of Modi'in and a key activist in Likud: "We will not agree to the creation of a "green route" bypassing a local authority, in favor of the establishment of non-official educational institutions, at the expense of the official educational institutions."
From the letter of the heads of the authorities: "The expropriation of powers and damage to the education budgets in the local government. As you know, education is at the top of the local government's mind and is the top priority of all the heads of the authorities. We have
followed with concern the coalition agreements that were signed not long ago, as part of the formation of the basic lines of the government 37, as far as the education issues are concerned. In these agreements there are demands concerning the local government - the financing obligations imposed on the local authorities and a violation of their administrative autonomy - in a way that will lead to a violation of the management, supervision and budgeting of educational services for our residents wherever they are, something we cannot agree to.
The local authorities are " The local education authorities", whose role is to maintain, jointly with the state, the official educational institutions in their areas, and to provide such educational services to their residents between the ages of 3 and 18.
We strongly oppose the expansion of the "River Law", which obliges the local authorities to budget for educational institutions that are not official educational institutions in their areas.
The Nahari Law, from the outset, contradicts the basic principle of non-involvement of the local government in the matter of education in the informal education system.
Recognition of non-official educational institutions (including licensing of exempt institutions) is done by the state, and therefore it is the state that has to budget for these institutions.
We will not agree to place this huge financial burden on the local authorities, who are required to finance the official education services in their areas from their current budgets. We are strongly opposed For the transfer of the municipal government budgets (the "authority basket" budget) to any party other than the local authority. This budget is intended to enable the local authority to implement the municipal education policy for all of the authority's students, from the age of 3 to the age of 18, in formal and informal activities.
We will not agree to favoring one population over another, while bypassing the considerations of the local authority and the head of the local education authority by virtue of law, in the creation of measures adapted to the residents of the authority.
We are opposed to establishing construction obligations for non-official educational institutions, without the condition of the construction being approved by the local authority.
Already today there is a huge lack of classrooms in the formal education institutions, and the local authorities are required to come up with creative solutions in order to provide buildings in which the students of the formal education can study.
