According to Attorney Tseder, "only after more than one year and three months, following the complaint submitted to the Commission, did the Police Department turn to the disciplinary department for an update as requested", and therefore recommended under these circumstances to Bar Menachem "to draw lessons from this case in order to prevent its recurrence in the future".
