In the Yvelines, general commotion to help underage victims

Judicial, institutional and associative actors have committed to an unprecedented approach around the care of young people


National education, gendarmes, child welfare, public prosecutor's office... Almost all the institutions of Yvelines, but also associations, met at the court of Versailles with one goal: to improve the care of minors who are victims of trauma.

An unprecedented approach, held a few days ago within the framework of the Local Victims Assistance Committee (Clav).

Established in each department of France since 2019, initially for the victims of terrorist acts, these Clavs have the mission of mobilizing the actors of the territory in order to better know the local systems, and better apply the public policies established by the government.

“Every day two to three duty magistrates are dedicated to dealing with cases and reports of violence against minors, underlines Maryvonne Caillibotte, the public prosecutor.

Each email is processed the same day.

Since 2020, there has been a significant increase in this type of incident.

Services "not up to the increase in needs"

Over the 2022 school year, no less than 644 reports were made to the Versailles Academy.

Only 4 to 6% lead to the identification of an offense or violence.

At the Yvelines departmental council, around 400 pieces of worrying information are recorded each month, a third of which will give rise to a procedure.

"26% of cases concern violence against minors," says Sandra Laventureux, deputy director general of the children's section, family health in the department.

180 people are dedicated to processing this information, but that's not enough.

Our ability to develop responses is not commensurate with the increase in needs.

The local support committee for minor victims is also an opportunity to highlight the positive initiatives that have borne fruit.

At the Bois-d'Arcy Family Protection House, for example, some traumatized children are invited into the field by the gendarmes.

Previous exposure to sexual violence or runaways are more often the cause of prostitution than financial motivations.
