The Attorney General at the Court of Cassation, François Molins, welcomed Monday January 9 an "
important step

" after the announcement of a "
new budgetary effort
" within the framework of the justice plan presented by the guard Seals.
The highest magistrates of France, the first president of the Court of Cassation Christophe Soulard and the general prosecutor François Molins, expressed themselves during the traditional solemn audience of return, in front of a vast assembly including in particular the Minister of Justice Éric Dupond- Moretti and the President of the National Assembly Yaël Braun-Pivet.
Nearly sixty measures
The Minister unveiled on Thursday January 5 some sixty measures to improve the functioning of justice and meet the expectations formulated during the Estates General launched at the end of 2021 - a major consultation requested in June 2021 by Christophe Soulard's predecessor, Chantal Arens, and by Francois Molins.

The first president, Christophe Soulard, felt that the “
outline
” of the reforms to be carried out had been “
identified
” and that it was up to the government and parliament to take action.

There is no doubt
” that the justice plan “
was expected and that it arouses hope
”, he continued.
“
For my part, I intend to express, on the threshold of the year 2023, beyond the sense of urgency felt by the judicial institution, its desire to ensure the fullness of its missions in a peaceful and open manner.

10,000 additional civil servants
François Molins underlined the "
significant new budgetary effort
" and the hiring of 10,000 justice officials by 2027, including 1,500 magistrates.
"
This is an important step that I would like to welcome, which must of course be pursued in the light of the work of the working group on the evaluation of the workload of magistrates and be accompanied by the fundamental reforms necessary to address structural problems. faced by our institution
," he added.

On this point, many proposals from the Estates General are not included in the action plan
,” he noted.
“
However, I hope that this plan will make it possible to meet the challenges of quality for our justice by making it more human, more accessible and closer to the citizen.
“The high magistrate then expressed a “
certain emotion
” by specifying that it was about his last solemn hearing, when he retires in June, before discussing at length the “
crisis
” of justice.
“Crisis of Institutions”
François Molins returned to the "
old crisis
" of the "
public service of justice
" whose "
paroxysm
" was the "rostrum of 3000" magistrates denouncing their working conditions and the death of the magistrate of Nanterre Marie Truchet.
He also insisted on the "
crisis of institutions
", deploring in particular the "
daily attacks, small or large, on the separation of powers
", in particular "
by those who are precisely in charge of enforcing it
".
The Attorney General finally reiterated the importance of the still-awaited reform of the prosecution service, by entrusting the Superior Council of the Judiciary (CSM) with the "
power of proposal
" of the magistrates.
