Pensions: what does the 2014 Touraine reform contain, which could be accelerated by the government?

2023-01-09T19:25:00.375Z

The executive could beef up the system put in place by the former socialist minister, which provides for a gradual extension of the contribution period.

Armed vigil a few hours before the presentation of one of the most sensitive reforms of Emmanuel Macron's second five-year term.

On Tuesday, the executive will reveal its game as to the

aggiornamento

it intends to impose on the pension system.

According to several concordant sources, which detailed the first tracks adopted this weekend, the hypothesis of a postponement of the legal age to 64 for French people born from July 1961 - and not 65, as mentioned during the presidential campaign - would hold the rope.

Last week, Labor Minister Olivier Dussopt did not rule out this possibility.

This raising of the age criterion would be accompanied by an extension of the contribution period, forcing the government to reconsider the terms of the Touraine reform, named after the former Minister of Social Affairs and Health for the five-year term of Francois Hollande.

Aiming to save the financial balance of the pension system, the reform carried out by Marisol Touraine provided for a gradual increase in the contribution period, at a rate of one additional quarter every three years for people born from 1973. in other words, for this generation, it was a question of reaching 172 quarters of contributions by 2035. That is 43 annuities.

The 2014 reform provided for different contribution periods depending on the year of birth: 168 for those born between 1961 and 1963, 169 for French people born between 1964 and 1966, 170 for the 1967-1969 generation and 171 for contributors born between 1970 and 1972. However, according to certain sources, the executive would like to broaden this base, so that certain French people born before 1973 are brought, too, to contribute 172 quarters.

The idea could appeal to the right.

Last November, as every year, the Senate had already voted, in this sense, an amendment to the social security financing bill (PLFSS) of 2023. This brought the Touraine law back to the generation born in 1967. and after.

On this question, the government has therefore not yet fully unveiled its game. And has not specified which years before 1973 would be targeted.

Last week, Elisabeth Borne already wanted to reassure leftist oppositions and unions who are preparing to mobilize their troops.

Guest of France Info, the Prime Minister had confirmed the maintenance of the ceiling of 43 years "

to have a pension at full rate

".

If the government's plan will be unveiled in detail on January 10, it will be presented on January 23 next to the Council of Ministers, before arriving in parliament in early February.

The executive's objective remains the same: final adoption at "

the end of the first quarter

", for application next summer.
