It sounds contradictory right away: The district company Energievision Erding (EVE) says goodbye to its partial area use plan for wind power, which envisages up to 40 locations in the region.

Nevertheless, several wind turbines are to be built in the district.

Erding - And that's based on the example of the municipality of Wartenberg, which set off surprisingly smoothly.

But photovoltaics is also expected to grow in the coming years.

Another contradiction: In theory, the district of Erding has been energy self-sufficient for years, in other words: More renewable energy is generated here than is consumed - by solar systems and biogas, but above all by hydropower.

However, the megawatts generated by the Uniper power plants in the Isar Canal do not remain on site, they are fed into the Deutsche Bahn network.


There are no wind turbines in Erdinger Land, but there is a new way to get there.

The EVE managing directors Nadia Fusarri and Christian Pröbst presented it at the district's annual press conference.

As is well known, the district and EVE created a partial area use plan for wind power from 2012 to 2014 - with up to 40 locations.

According to the Bavarian 10 H rule, however, he was not pursued further, Pröbst, who is also the mayor of Wartenberg, recalled.

"To complete it now would be a fresh start because too much has changed in the past ten years," he said.


But time is running out, because the regional planning association wants locations from the districts by February 1, 2024, otherwise it can determine which ones itself in order to achieve the goal of Federal Minister of Economics Robert Habeck (Greens), by then 1.8 percent of the state area as priority areas to be reported or reported for wind power.


In this regard, Pröbst is realistic: "With 26 communities, there is no way that the partial land use plan can be completed by then, since each has to coordinate all the procedural steps itself." A planner commissioned by EVE will now set it up.

"He is supposed to test models, for example how much wind potential arises at a distance of 400 meters, how much at 450 meters and so on," explained Pröbst.

The absolute exclusion areas around radar systems and the airport would be deducted immediately.


In the end, according to the managing director and mayor, the 1.8 percent area was determined.

"Here, the municipalities can have a say in which areas they consider useful - and we then report them to the planning association."


However, Pröbst limited that the Erdinger Land is subject to more restrictions than other regions, "because we have many areas on which wind turbines are not allowed to be built because of the airport".


According to EVE, the wind turbines will then be realized by means of project companies that set up communities to set up a wind turbine.

Because Pröbst is convinced "that not all municipalities shout 'Hurrah' when it comes to financing".


EVE also sees itself as a driver of the energy turnaround in the district. In order to bundle forces and opportunities, EVE, in which most municipalities are also involved, is planning a municipal climate protection network together with Michael Perzl, climate protection manager for the district.

Pröbst informed that the application for funding had been submitted, but that a commitment had not yet been received.

If that happens, the mayor continues, there will be an official founding meeting.

In addition to the district, 24 out of 26 municipalities want to take part.

According to Pröbst, future photovoltaic systems will be planned by EVE and then sold to the district.

There are currently four other projects: In Isen, the municipal council has cleared the way for a "solar park landfill Isen".

For this purpose, the land use plan is changed.

Pröbst and District Administrator Martin Bayerstorfer assume that the building permit will be available in early 2023.

After the land use plan has been adjusted, the approved development plan also counts as approval.

At EVE it is hoped that no separate exemption procedure will be required.

However, this could be requested quickly.


According to the EVE managing director, all further steps have progressed well: the engineer has been commissioned, the contract with the state forests has been signed, the safety certificate has been provided, the network request has been made.


A 190 kWp solar system is planned on the roof of the future recycling center of the city of Erding in the Erding-West industrial area. According to Pröbst, the profitability calculation is available.

Next in the pipeline: PV systems on the roofs of the Katharina Fischer School and the Anne Frank High School.


But Pröbst also made it clear: “We at EVE will not create a solar area potential cadastre.

That is the task of the municipalities, and there are enough providers.” This register, like the establishment of an energy agency, is a demand of the Greens in the district council (we reported).
