Housing supply in Hong Kong is tight. The government plans to develop two public housing projects in the North District, providing a total of 4,820 units and accommodating more than 12,000 people.
Among them, the housing estate with a larger site area is located next to Fanling and Hop Shek Village. Seven buildings will be built and will be completed in stages in 2029/30 at the earliest; the other project is located on Ching Xiao Road, Sheung Shui. "Cemetery", expected to be completed in 2028/29.

7 buildings to be built in the 48th district of Fanling to accommodate more than 10,000 people
According to the document submitted by the Housing Department to the North District Council, the government intends to develop a public housing project in Fanling District 48 next to Hop Shek Village. The total site area is about 3.42 hectares. Seven buildings will be built to provide about 4,200 units. It can accommodate 10,800 people and has a maximum gross floor area of no more than 198,000 square meters.
The project will have 3,500 square meters of retail facilities, leisure and children's play facilities, green space, elderly and rehabilitation service facilities, etc. There will be parking spaces and kindergartens in the village.
The government expects to complete the leveling in stages starting from 2025, and then start the construction works, which are expected to be completed in stages starting from 2029/30.

Sheung Shui provides 620 units and is expected to accommodate 1,750 people
Another project is located in Sheung Shui. According to documents, the housing estate is located next to the Royal Court of a private housing estate on Qingxiao Road, facing Qinghe Village, and backed by a "cemetery".
According to Google map satellite images, there is at least one cemetery on the site.
The site area of the housing estate is about 0.43 hectares, with a maximum plot ratio of 6.6 times. The proposed single building will provide about 620 units, with an estimated population of about 1,750 people. The project will include facilities for the elderly, recreation facilities for children, green spaces, and parking spaces and estate management facilities, etc. After the site leveling is completed, construction works are expected to start in 2024 and be completed in 2028/29.
The average construction cost of a public housing unit is 760,000 yuan, an increase of 16.9% year-on-year.
