Xia Baolong, director of the Hong Kong and Macao Affairs Office, delivered a speech at a seminar this morning (13th), talking about the earlier interpretation of the "Hong Kong National Security Law" by the National People's Congress, saying that national security is the central government's responsibility, and the central government has the fundamental responsibility and has complete legislative power, Law Enforcement and Judiciary.

The biggest feature of the "National Security Law" is the "dual enforcement mechanism". Considering the particularity of "one country, two systems", the central government authorizes Hong Kong to assume the main responsibility for maintaining national security.

Xia Baolong pointed out that in order to solve the actual problems encountered in the "National Security Law", the interpretation clearly regulated the way and path of resolution at the special zone level, and left specific issues to the National Security Commission for judgment and decision.

The Interpretation clearly clarifies that the original intent of the National Security Law is to "delegate the power and responsibility to deal with specific issues related to the maintenance of national security to the Hong Kong Special Administrative Region." The central government fully trusts, supports and respects the Hong Kong Special Administrative Region.
