As if it were a detachment from the underlying fight that has been going on almost since Alberto Fernández and Cristina Kirchner took office,
another intern beats within the ruling party
for the management of
one of the largest
and most sensitive funds in the State:
social plans
.
And a
new poll
exposes one of those contenders,
Juan Grabois
, close to Christianity and promoter in recent times of the presidential candidacy of Minister Eduardo "Wado" de Pedro.
His Albertista counterpart is the Minister of Social Development,
Victoria Tolosa Paz
.
The work is from
Aresco
, the consulting firm created by the well-known (and deceased) analyst
Julio Aurelio
and currently managed by his son
Federico
.
It is a firm historically linked to Peronism, but which also works for opposition clients, such as the head of the Buenos Aires Government, Horacio Rodríguez Larreta.

Between January 3 and 6,
Aresco
carried out a
national survey of 4,000 cases
and part of that survey focused on the controversy over social plans.
Especially from the debate on how much and how to audit its beneficiaries, in particular the
million-odd that receives Potenciar Trabajo
, a monthly payment of close to 30,000 pesos, which is equivalent to half of a Minimum Vital and Mobile Salary.
Grabois, a UTEP reference, was one of those who questioned the proposal to lift the tax secrecy of the beneficiaries, after it was verified - with information from the AFIP that the then minister Juan Zabaleta had requested - irregularities in thousands of them.
On the other side, Tolosa Paz agreed with the measure and announced that he would take payment from offenders.
The latest Aresco survey asked about social plans: only 9% were in favor of Grabois's position, of not disclosing fiscal data of the beneficiaries.
Against this backdrop,
Aresco
stated:
"The Minister of Social Development, Victoria Tolosa Paz, has had discussions with the social leader Juan Grabois over the administration of social plans. Which of these positions are you closest to... .?"
.
Results:
- Only
9% were in favor of Grabois
, "who was opposed to lifting the tax secrecy of beneficiaries of social plans."
- Against
52% who expressed their opinion in favor of Tolosa Paz
, "who asked to lift the tax secrecy of beneficiaries of social plans."
Irregularities and need for cuts
The survey gets into other sensitive and topical debates regarding the plans.
Last year, Alberto Fernández, Sergio Massa and Tolosa Paz agreed that no new registrants would join Potenciar Trabajo, as a way of beginning to control an expense for which the Government must increase its budget year after year.
But in addition to not increasing disbursements there, the trio's idea is to reduce the number of beneficiaries as genuine employment is created.
A
statement that many officials
- from the Frente de Todos and Cambiemos when it was government - repeat, but that is
difficult for them to apply
.
Due to economic problems and political commitments.
Aresco's latest national survey asked about social plans: for the majority, "there are many irregularities."
The current management is in this new attempt and predictably the internal intensification.
The
main referents of the pro-government piqueteros are in turn officials in Social Development
or have their own people in key positions.
Will they agree to adjust themselves?
Many people ask yes, partly because they doubt the transparency of the system.
Aresco
asks:
"To what extent do you think there are irregularities in relation to the social plans?"
.
57.8% believe that "to a great extent".
Aresco's latest national survey.
He asked about social plans and most asked to reduce them.
The following statement is more direct: "Regarding social plans, with which of the following sentences do you most agree?"
56.1
%
choose
"we must reduce social plans, to lower public spending"
.
With a very interesting detail.
When the results are discriminated by social class, according to the survey, those who most ask to reduce the plans are the "low socioeconomic level": 60%.
