In the first phase, the toll for private cars using the Western Harbor Crossing will be reduced to 60 yuan, and the fare of the Red Cross Harbor and the Eastern Harbor Crossing will be increased to 30 yuan. A flat fee of 25 yuan is proposed to take effect in early August.

The Democratic Party conducted polls from December 17th to January 10th this year, and 62.3% of citizens do not believe that the government's plan can achieve a diversion effect.

According to the survey by the Democratic Party, more than 60% of the citizens agree with the time-segmented tolling of the three tunnels, and believe that it should be implemented in the first stage of the three-tunnel diversion.

The poll interviewed 846 citizens, and 62.3% said they did not think the government plan could disperse the current traffic flow in order to achieve the diversion effect.

As for whether the charges for the three tunnels should be unified, the proportion of those who agree and those who disagree is about the same, which shows that the society has no preference, and the government should not make such a decision hastily.

The Democratic Party stated that it will submit the results of the poll together with the party's proposal to the government departments for reference.

There are other opinions in the proposal, such as studying the fourth or even the fifth cross-harbour tunnel. The fourth can be located on the east coast of Victoria Harbour, and the fifth can be located on the west coast.
