Senior officials in the administration of the courts, the Bar Association and the Ministry of Justice fear that Minister Yariv Levin will evade their position regarding the laws of the legal revolution.

The officials raised the concern that the Minister of Justice would submit the legal proposals on behalf of the Constitution Committee, which MK Simcha Rothman

is responsible for, in a way that would allow "bypassing" of the legal authorities in the phase of drafting the proposal.

The Attorney General was not involved in the process of formulating the bills prior to their announcement in the media," in relation to the draft bills published by Levin and Rothman. The bills seek to change the composition of the committee for the selection of judges, to limit the possibility of the High Court of Justice to invalidate laws, to enact a superseding clause with a majority of 61 MKs, to cancel the reason of reasonableness and to state that the legal advice will not bind the government.

Senior officials in the administration of the courts, the attorney's office and the Ministry of Justice, presented a bleak picture, according to which the dialogue between the three professional bodies entrusted with the legal field in Israel and the Minister of Justice - is not going well. The same bodies expressed concern that if there is no agreement between the three bodies The minister, the latter, will be able to submit his bills through the Constitution, Law and Justice Committee, similar to what was done with the ombudsman bill that was submitted last weekend by the chair of the committee, MK Simcha Rothman.

A bill on behalf of a committee can only deal with basic laws , and it is not required to go through the stage of the early discussion in the Knesset - the preliminary reading vote. Thus, it can 'bypass' receiving legal advice from the Ministry of Justice, the Director of the Courts and the Bar Association. Admittedly, these will be able to express their position in the discussions they will hold in the committee.

Tomorrow (Monday) another discussion is expected to take place in the Constitution Committee on the subject of legal reform.

The title of the discussion is "The authority of the government and ministers to determine their legal position in their daily activities and before judicial courts", and it is expected to deal with what is called the law of ombudsmen.

Justice Minister Yariv Levin said last week at a hearing in the Constitutional Committee that no threat will deter him and that he is determined to pass the reform. Levin also said that he intends to hear everyone's positions in the discussion and that "wisdom is not found in one place."
