The flaws in the emergency accommodation system for homeless families and for unaccompanied foreign minors are causing controversy in Lyon, with the town hall and the prefecture passing the buck on care.

"

Instead of arguing through the press, let them act and cooperate

", was indignant on Monday January 16, the support/migrant collective Croix Rousse, denouncing "

indecent reception conditions for unaccompanied minors

".

“Unbearable and inhuman” situation

In recent days, the city of Lyon has asked "

the State to act

" in a press release, its environmental mayor Grégory Doucet denounced an "

unbearable and inhuman

" situation in an interview with the JDD while the prefecture assured that "

the state fully assumed its responsibilities

.

While a new cold snap is on the way, the number of places available is, as elsewhere in France, largely insufficient in Lyon, with in particular some 275 street children, to which are added several dozen unaccompanied minors delivered to themselves, according to the estimates of the authorities and associations.

The accommodation of families is the responsibility of the State, that of unaccompanied foreign minors awaiting a legal decision on their status is the responsibility of the Métropole de Lyon.

As far as families are concerned, "

the pressure is very great in a number of tense metropolitan areas, for which land capacities do not allow easy identification of additional emergency accommodation opportunities

", according to the minister's office. housing Olivier Klein.

Following the recent announcement of a reinforcement of the devices at the national level, the prefecture of the Rhône - which already has 22,000 places of emergency accommodation or adapted housing - announced on Friday the creation of 237 additional places in the department. , including 47 in a former police station in Villefranche-sur-Saône.

Transfer of families to several municipalities in the region

Transfers to various municipalities in the region are also planned for several families, some of whom are waiting in a municipal gymnasium in Lyon.

Nearly 80 adults and children were collected in December by the town hall in this gymnasium, after having been sheltered in schools on the initiative of parents of students outraged by their situation.

Three families with children have already been transferred to Bourg-en-Bresse (Ain), Albertville (Savoie) and Le Pouzin (Ardèche), 24 departures are scheduled for Tuesday to Aurillac (Cantal), Saint-Etienne (Loire) and Clermont-Ferrand (Puy-de-Dôme), depending on the prefecture.

The State was ordered in December to reimburse 1.7 million euros incurred by the Puy-de-Dôme department, for the management of emergency accommodation for 102 families, between 2012 and 2016. The decision rendered by the Council of State after four years of procedure underlines “

the proven and prolonged deficiency of the State

” on this file.
