The municipality of Putzbrunn is financially secure and can invest.
Without needing a loan.
Putzbrunn
– Thanks to an unexpectedly high trade tax, the 2022 budget was much better than expected with a surplus of 2.5 million euros.
For 2023, the municipality of Putzbrunn only expects a surplus of 23,000 euros, a new loan does not have to be taken out for the investments.
The council approves the budget unanimously
“We discussed the 2023 budget often and in detail.
Ultimately, however, all the controversial issues were resolved and the budget passed unanimously.
That's a nice result," said Mayor Edwin Klostermeier (SPD) after the decisive municipal council meeting.
Total volume of 29.1 million euros
With a total volume of 29.1 million euros, it is a good eight percent higher than in 2022, but an income of only 22,850 euros is expected, after the surplus in the previous year was around 2.5 million euros.
The reason was the unexpectedly high trade tax revenue of almost 20 million euros, which the treasurer Karola Schulz had only calculated at 12.5 million euros.
For this year she expects "only" 13 million euros from the trade, but a ten percent higher income tax, which is set at six million euros.
Sale of land for 4.3 million euros
Further income results from the sale of land for 4.3 million euros and 1.5 million euros from the municipal housing subsidy program for the residential building on Parkstrasse.
In addition, the municipality will take out a loan of four million euros, which was already approved for 2022 and therefore will not be included in the 2023 budget.
District surcharge increases to 9.7 million euros
When it comes to spending, the top priority is the district levy, which has grown by a whopping 27 percent to 9.7 million euros.
This high amount results from Putzbrunn's good tax income in recent years.
Personnel expenses are also growing significantly, by more than ten percent to six million euros, the main reason being wage increases.
The costs for electricity and heating will also increase enormously in 2023. Heating will triple to EUR 784,000, and the electricity bill will increase rapidly from EUR 308,000 in 2022 to EUR 873,000.
Eight million euros for the purchase of land for the construction of a building yard
The municipality is planning eight million euros for the purchase of land for the construction of a building yard and one million euros for the acquisition of additional land.
One million euros has been earmarked for the apartment building on Keferloher-Markt-Strasse, 1.4 million euros for the secondary school association, 1.3 million euros for the new Salberghaus day-care center and 500,000 euros for the planning of the “Bienenkorb” children’s home.
2.1 million euros are due for the extension of Hermann-Oberth-Straße and the conversion of Grasbrunner Straße, plus 500,000 euros for the renovation of Kiefernstraße.

Budget is tight, but well calculated
After deducting the expenses from the total income, there should be a small surplus of 22,850 euros at the end of 2023.
Overall, the municipality had a debt of a good 14 million euros at the end of 2022, and liquid assets amounted to around 17 million euros.
“Our budget is tight, but well calculated.
Because we are not taking on any new debt, it does not require approval either," said Klostermeier.
