The Palestinian village, the Civil Administration and the settlement: this is how Israel loses the areas C | Israel today

The struggle for the C territories is a well-known and well-known name, but even the residents of Judea and Samaria are not deeply familiar with the struggle that is taking place these days in the West Bank in which each side is fighting to try and capture as much territory as possible and not lose it to the other side.

Such is the story of Kfar Burka in Binyamin, at the center of which is a population that does as much as it pleases.

Residents of nearby hills are documenting the construction and begging for assistance.

However, the Civil Administration sometimes refuses to enforce, sometimes even gets angry at the very report and sometimes even claims that it is my territory.

In the village of Borka, which is near the hills of Ramat Magron and Oz Zion, in the territory of the Binyamin Regional Council, about four months ago they launched a large-scale takeover operation on the C lands that are around the village.

The village council, with the assistance of the Palestinian Authority, promotes a series of projects that include construction and agriculture in the areas bordering Route 60, the main road in Yosh and in the areas adjacent to the Oz Zion and Ramat Magron hills.

An attempt to take over the C areas?

In the village, they raised close to two million shekels from sources in foreign countries, according to their statement, for the benefit of construction and seizure of land around the village that will "strengthen the residents against the occupation and the settlers and establish the Palestinian hold on the territory", in their words.

They do not hide anything, and do not deny their political goal.

One of the first takeover operations was the construction of an asphalt road at the western end of the village, located according to the residents of the hills in Area C, a road intended to extend Arab control to the ridge located between the village and the settlements of Psagot and Kochav Ya'akov.

Already at the beginning of the works, residents of Ramat Magron reported to the Civil Administration and the IDF, along with documentation and information about the works, but the IDF refused to send a force to the area to remove the tools, and the works continue as usual.

According to the residents of the hills - additional reports sent the next day also received no response.

The works on the road took about two days, and in order to avoid a situation where the works were stopped - they launched a lightning operation in the village one night and finished the construction of the road.

For the purpose of the operation which was conducted under the cover of darkness, the village mobilized the asphalt plant in one of the nearby villages which is ready to open its doors at night for the benefit of the important operation.

A few weeks passed, and once again residents of Ramat Magron recognized works in the field.

This time it was an Arab bagger who prepared a new lot in Area C illegally of course.

The first report was not answered, but two days later the army responded to the report and sent a force to the scene that detained the tool and waited for confiscation approval from the enforcement agencies in the administration.

The manager does not intervene

But according to the Israelis, the manager refused to approve the confiscation and ordered to leave the place.

The Israeli residents report that they were told that the reason for this is that it is a "low priority area".

Work continued vigorously in the village.

Reports about a concrete pump and other tools that are building a new house in area C have not received a response from the manager.

Reports of the breaking of lots and the extensive cultivation of plots ranged from being ignored, according to the residents, to claims that it was agricultural work.

While the manager claims that the issue is out of their control, the village continued to develop the area, and the head of the village himself, Abu Rashid Sayel Canaan, came every day to monitor the pace of work.

Another huge building is being promoted these days - a school that will be located in the area which according to the residents is partly in area C and partly in area B.

This is a known method.

The construction of schools as a groundbreaking structure for taking control of the region is a known and effective weapon in the Palestinian Authority, which takes advantage of Israel's reluctance to destroy such buildings, for fear of international criticism.

According to the Regavim organization, in recent years more than 100 such schools have been built in the territories of C.

Selective enforcement?

In the background of the Palestinian activity in the village of Burka, the tension between the Civil Administration and the residents of the hills is increasing.

Recently, a number of evacuations and clashes took place in the Oz Zion and Ramat Magron hills, which arouses resentment among the residents of the hills.

They say that the Civil Administration recently destroyed Givat Yachis Zion, which is near the peaks, and is located just one ridge west of the ridge where they launched an extensive takeover operation in Kfar Burka - which was not enforced.

"This is a real campaign," they say in Ramat Magron.

"Those who are entrusted with stopping this takeover operation are doing everything in their power to enable the works to take place and the placement of facts on the ground from the Arab side, either by dragging their feet or by deliberately ignoring them."

In Oz Zion they are also outraged: "The Civil Administration is breaking new records of indifference and dragging its feet in the face of a takeover operation in the villages opposite, while it shows determination and over-motivation, and has committed destruction in the Jewish Hills four times in the last few months alone."

They expressed hope that after the entry of Minister Bezalel Smotritz as the Minister in charge of the Civil Administration - the reality will change and "the security system will return to serving the State of Israel and the settlement".

The Unit for Coordination of Government Operations in the Territories stated in response: "The case in question is known to the enforcement agents in the Civil Administration and is being handled using the enforcement tools recognized by law, in accordance with the guidelines and procedures and subject to operational considerations."
