Filatov has said he believes the target of the shell that hit the building was a nearby power plant, but the Kh-22 missile used by the Russians is "absolutely inaccurate."

The spokesman for the Ukrainian Air Force Command, Yuri Ignat, has urged the international community to strongly condemn the use of this type of missile against the civilian population.
