Halevi was born in 1967 and was educated in Jerusalem.
He was named after his uncle, Herzl Halevi, who fell in the battle for Jerusalem in the Six Day War.
He is also a scion of Rabbi Kook's family and comes from a family of Echelon fighters. He began his journey in the Levi army in 1985, when he enlisted in the Parachute Nahal Battalion.
After several positions in the Red Brigade, he moved to the General Staff patrol and participated in many operations, including the kidnapping of Mustafa Dirani and the failed rescue attempt of the late Nachshon Waxman.
