circumstantial limitation to the constituent power

and authorizes the restriction of fundamental rights.

The decree that Torres retained is precisely based on the Constitution "with the objective of guaranteeing the preservation or prompt restoration of equity and correction of the electoral process for the 2022 presidential election, in terms of its conformity and legality, which, if not be complied with or not observed, represent a serious threat to public order and social peace”.
