Plagued by a lack of staff and resources, the Lyon court is no longer
"able to deal with everything"
and will reduce its activity in the coming months, the heads of the jurisdiction announced on Tuesday.
During the solemn back-to-school hearing, President Michaël Janas and prosecutor Nicolas Jacquet announced that they were now forced to “
prioritize and consider (a) judicial response from the angle of the means”
actually available.
“
We can no longer (…) suggest that we are able to deal with everything
,” said the two magistrates, departing from the tradition of the back-to-school hearing by speaking this time with the same voice.

Thus, they announce, in this new school year "
we have been forced to reduce our wing by removing 28 hearings in the first quarter, both in civil and criminal matters, to adjust our judicial activity to the timeliness of our resources"
.

This decrease represents nearly 5% of our overall activity.
It must be brought closer to our vacancy rate, which is almost 10%
”, assert Michaël Janas and Nicolas Jacquet.
"Crisis of the institution"
Evoking a “context of the platform of the 3000” magistrates who had denounced their working conditions at the end of 2021 and the death of the magistrate of Nanterre Marie Truche, a context
“of exhaustion of our teams, of a risk of permanent loss of meaning of our action and especially the quality of the justice rendered, we can no longer continue to position ourselves on all fronts”
, they still affirm.
And if they recognize
"
considerable efforts (...) undeniably made and announced by the State
to strengthen the means of justice, it is clear that these essential means are not yet there"
.
According to them, the first reinforcements were
"barely enough to take on the procession of the new reforms and missions entrusted to us"
, such as the upheaval of criminal justice for minors, the reform of divorce, the Grenelle of violence against women or the overall overhaul of the criminal law of punishment and its application.
Faced with this “
crisis of the institution”
, Michaël Janas and Nicolas Jacquet finally affirm that their
“objective is to find meaning in (their) action and to be able to exercise (their) sovereign missions again in serenity”
.
