The first meeting of the spring session began with a speech by Volodin and the leaders of the Duma factions, and a draft law was put on the agenda, according to which it was proposed to transfer the government's powers to approve forecasts of scientific and technological development of Russia to the Presidential Council on Science and Education, and to determine the procedures for development and amendment to the President personally.
