Before the meeting, the Secretary for Justice, Lam Ting-kwok, met with members of the task force. He pointed out that the establishment of the task force is one of the measures in the "Policy Address" to strengthen alignment with national strategies and enhance development momentum. Interaction enables people and enterprises in the Greater Bay Area to use legal and dispute resolution services more conveniently, creates greater development space for the Hong Kong industry, and contributes to the construction of a "Bay Area ruled by law".

Zhang Guojun, Deputy Secretary for Justice, who served as the chairman of the task force, briefed the members on three initial work directions, including: optimizing the docking of legal and practical matters; promoting the practice of judicial assistance, such as the implementation of relevant civil and commercial judicial assistance arrangements; promoting online disputes The development of solutions and the application of legal technology.

He pointed out that the goal of the three major work directions is to further facilitate and benefit the people, so that the Greater Bay Area can give full play to the unique advantages of "one country, two systems, and three jurisdictions". The task force will strengthen communication with stakeholders, including legal professional groups and related industries, and plans to visit other cities in the Greater Bay Area to actively promote the high value-added development of the Greater Bay Area.

The members of the task force include Professor Xi Chao from the Faculty of Law of the Chinese University of China, Professor Zhu Guobin of the Faculty of Law of the City University of Hong Kong, Professor Zhang Xianchu of the Faculty of Law of the University of Hong Kong, and Xue Rihua, SC, etc.
