The ICAC today (18th) charged a 45-year-old parent at Hennessy Road Government Primary School (Causeway Bay) for allegedly bribing a principal of a government primary school with $20,000 in an attempt to obtain a Primary 1 place for his son. The school reported corruption to the ICAC In exposing the incident, the parent was charged with one count of providing benefits to a public official and was released on bail by the ICAC, pending his plea at the Eastern District Magistrates' Court on Friday (20th).

The facts of the case are that the Education Bureau announced on June 1 and 2, 2022 the results of the unified allocation of places for primary one admission in September of that year. If parents are not satisfied with the results of the allocation of places, they can directly apply for admission to the school of their choice. Hennessy Road Government Primary School ( Causeway Bay) received the primary school admission application of the defendant Li Junping’s son on June 6, 2022, and attended the school’s admission interview in mid-June of the same year, but was not invited to participate in the second round of interviews.
Li Junping is suspected of going to the school on July 18, 2022 to provide a cash bribe of 20,000 yuan to the principal in order to obtain a primary one degree for her son.
The principal refused to accept the bribe, and the school reported the incident to the ICAC on the same day.
The defendant's son was ultimately not admitted to the school.
The ICAC expressed its gratitude to the school for taking the initiative to report corruption and for providing comprehensive assistance during the investigation of the case by the ICAC.
The ICAC reminds parents that when applying for school for their children, they must abide by the established admission rules, and do not use bribes in exchange for admission opportunities.
