There are about 70,000 Russian troops in the Crimea, and a large number of military bases.

In the administration in Washington, as reported in the "New York Times", they came to the conclusion that if the Ukrainian army shows the Russians that it is capable of jeopardizing their control of the peninsula, the result will be a strengthening of Kyiv's position in any future negotiations.
