For some time now, a group of governors who had never had any kind of role that was not linked to their provinces and to a series of structural deficits that afflict them have been gaining space on the Argentine political agenda.

I refer, in particular, to governors such as Gerardo Zamora, from Santiago del Estero, Jorge Capitanich from Chaco or Ricardo Quintela from La Rioja.

Everything seems to indicate that the depth of the crisis in which the national political leadership is trapped has created a space for these governors to appear in the national political debate demanding changes in the Supreme Court of Justice, modifications in the Federal Co-participation Regime and displaying bravery and patriotism that can only worry us a little more and force us to reflect on it.

The crisis leads the various protagonists of the political leadership to be tempted to try their luck.

There are so many and so frequent failures that everyone thinks that at some point it could be their turn.

Never, like now, had it happened that unknown characters, without any proven experience, accessed the highest positions of the Government.

The most notable example has been that of former minister Martín Guzmán, but the number of people without any preparation who are occupying positions of enormous relevance in the most important areas and departments of the National State is truly surprising.

Thus, it is very reasonable that the aforementioned governors consider that they should also have a relevant space in the political leadership of the country.

This prominence of the governors, and their renewed political energy, can help at this time when, for the first time, the political opposition is being pressured by civil society to get ready, to build government programs that make it possible to overcome the tragic succession of failures in that our democracy has become.

In the circumstances we live in, with 100% inflation last year, the Macroeconomic Stabilization Program that the next government should implement occupies a central place.

However, everyone also agrees that, in addition to normalizing the functioning of the economy, the country needs to rebuild its Welfare State: education, health and security have to be, once again, the exclusive objectives of public spending.

The three priorities are, according to our National Constitution, the responsibility of the provincial governments.

In 40 years of democracy we have never made this debate transparent and it is time to do so.

The next national government must set objectives, ways of working, strategies, supervision and control mechanisms, to rebuild said services in all the Provinces.

Undoubtedly, not all of them are in the same situation, and this moment of political visibility of the various provinces is very opportune to discuss these central issues for the reconstruction of the country.

Putting the situation of education, health and security in each and every one of the provinces of Argentina in white on black would be a very important advance to begin to rebuild the Nation and improve the institutional quality of our country.
