One of the most important seaside resorts in the Gironde wants to charge more for those who do not live there permanently.
The city of Lacanau (Gironde), located about fifty kilometers from Bordeaux, has just announced that in 2023, it will increase the tax for owners of second homes by 20%.
70% of the housing stock is affected, i.e. approximately 8,000 dwellings.
A provision provided for by an amendment within the last finance law, in order to "
fight against real estate pressure for the benefit of the residential park
".
This surcharge was until now only possible in certain municipalities with more than 50,000 inhabitants “
where there is a marked imbalance between supply and demand for housing
”.
The law allowed these municipalities to increase the housing tax on second homes by 5 to 60%.
This is the highest percentage that was notably retained in Bordeaux in 2021, in order to curb the rise of seasonal and short-term rentals, such as Airbnb.
However, the situation is very different in Lacanau, where the lack of building land increases the real estate pressure.
The city has about 5,000 inhabitants all year round, but this figure is multiplied by ten during the summer season.
For Adrien Debever, first deputy (MoDem) to the mayor, increasing the property tax for second homes will allow “
owners of second homes to rethink their property rental strategy
”.
The objective: “
redirect them to year-round rentals
”, to reduce their taxation and promote the installation of residents over the long term.
A contribution of 400.00 euros for the city
This increase in taxes is presented as doubly useful by the municipality of Canau.
In addition to promoting year-round rentals and containing the rise in prices, it will alleviate the difficulties encountered by the coastal town to "
close (its) budgets
", specifies Adrien Debever, by "
participating a little more in the 'joint effort'
of second home owners.
The deputy mayor recalls that "
the immediate impact of the crisis
", due to "
additional costs linked to inflation and
the Ukrainian conflict
", amounts to between 800,000 and one million additional euros in 2023 compared to the 'last year.
This 20% surcharge should bring about 400,000 euros to the city, or almost half of the amount needed to preserve its gross savings (the resources available to the municipality to finance its investments).

Concretely, although the decree setting the exact list of municipalities concerned has not yet been published in the Official Journal, cities wishing to apply this measure from 2023 must vote on a resolution to this effect during a municipal council, before the end of the month of February.
In Lacanau, the vote will take place this Thursday, January 19.
While the choice of 20% increase was taken for 2023 in order to avoid a "
hype
", the elected Canaulais judges that "
nothing prevents to make a state of the effect that it will have had by a year and modify the rate
", upwards or downwards.
Since January 1, 2023, main residences are no longer subject to housing tax.
For Adrien Debever, “

But the long-term objective is clear: “
a secondary resident will pay twice as much local tax as a main resident
”.
