Regional tension: Alberto Fernández lowered the invitation of the head of the OAS to the CELAC summit

In his capacity as president pro tempore of the Community of Latin American and Caribbean States (CELAC) that he is exercising for this year and that he will possibly continue to enjoy due to the lack of consensus to choose another country, Alberto Fernández decided

to the summit of this forum that will be held in Buenos Aires on Tuesday the 24th.

In this way, the Secretary General of the Organization of American States (OAS) will not be part of the group of leaders and figures invited to the presidential meeting next week.

Also the Cuban Miguel Díaz Canel, although not so the Nicaraguan dictator Daniel Ortega, who commands his chancellor.

Also Andrés López Obrador - who on Tuesday 24 will be represented by his foreign minister - had decided not to include him in the CELAC summit in September 2021. Nor had Santiago Cafiero invited him to the meeting of foreign ministers held in Buenos Aires in October, and he declined to attend the meeting of OAS ministers.

At the last Summit of the Americas in Los Angeles, last June, Fernández reproached Biden for excluding Maduro, Ortega and Díaz Canel and charged against Almagro: "I point out the urgent need to rebuild the OAS, if it wants to be respected it must be restructured by immediately removing those who lead it".

At the recent meeting of the OAS Permanent Council, when it was a condemnation of the assault on the powers of the State in Brazil by a multitude of Bolsonarists, the Argentine representative to the OAS, the ultra-Kirchnerist Carlos Raimundi, attacked the organization as something off the agenda, upsetting diplomats and authorities in Buenos Aires.

Raimundi, however, acted at the express request of Vice Foreign Minister Pablo Tettamanti, according to sources explained to this newspaper. 

Alberto Fernández fought with him over the OAS's actions in Bolivia, during the 2019 crisis in which Evo Morales left power first at the request of the unions, then the police and finally the Army.

He accuses him of being a "coup plotter", an instrument of Donald Trump.

However, even in other crises that the Uruguayan had, who was José Mujica's chancellor, the Joe Biden administration has also supported him.

After all, he was chosen.

Never before had an institutional event similar to the one being seen been seen.

Although CELAC was created with the United States and Canada expressly excluded from it, it is like a "cousin cousin" of the Organization of American States, in which the latter do participate and exercise influence.

The OAS Secretary General attends all these forums as a guest.

The Argentine government did not invite Canadian Prime Minister Justin Trudeau either, but sent two letters as special guests to Joe Biden of the United States and Xi Jinping of China.

In the Government they tried to justify these facts before the Clarín consultation.

They recognized that Almagro was not invited due to the bad relationship between Alberto F. and him.

Biden was invited because it is the 200th anniversary of the Argentina-United States bilateral relationship, Xi -he says-, because CELAC and China have signed a special agreement.

The curious letters to Xi and Biden had a curious difference.

The one that Alberto Fernández sent to the American ended with the phrase "Sincerely" written in italics just like the book by Cristina Kirchner, who had a bad relationship with the government of Barack Obama, in which the current president was vice president.

Neither Xi nor Biden are coming.

They will send special representatives, the best known is Dodd.

Also comes Charles Michel, the President of the European Council, who wants to hold a special dialogue with Lula da Silva.

The European Union and CELAC could meet next year at a summit in Spain, which Pedro Sánchez is organizing.

That is why Alberto F. needs to extend the pro tempore presidency of this forum.

Argentina will be in its presidential election process. 

There will be other very diverse guests, figures who are not from CELAC, such as the former president of Bolivia, Evo Morales, who, after being prohibited from entering Peru, brings a controversial proposal: to set up in Buenos Aires a coordinator of social and indigenous movements that will against "the empire".
