Doubtless, this idea reflects the imagination in power.
But, above all, without a guaranteed majority in the Assembly, the government is looking for a way to move quickly, which does not exclude the risk of going too quickly.
Since 1996, article 47.1 has provided that it is up to Parliament to pass laws on the financing of Social Security.
It must thus enable parliamentarians to comment on the latter's accounts and allow the adoption of a budget before the end of the calendar year.
As for the amended Social Security financing law (LFRSS), which is very rarely used, it authorizes the modification of the Social Security budget during the year.
And it frames its adoption procedure in its paragraph 2.
Including on the duration of parliamentary work?
