'Democracy is a conquest of the region that does not admit interruptions or setbacks': CELAC's message in its final document

The forum ratified in its final conclusion the "firmest commitment to the preservation of democratic values" on the part of all the countries that comprise it.


The final document issued by

CELAC

after the meeting held this Tuesday in Buenos Aires states, among the more than 100 points that make it up, that

"democracy is a conquest of the region" and that it "does not admit interruptions or setbacks". .

The statements by the forum of Latin American and Caribbean countries come after protesters in favor of Jair Bolsonaro attacked government buildings in Brazil, just a week after the inauguration of Luiz Inácio Lula Da Silva.

Also, just over a month after the self-coup led by Pedro Castillo in Peru and whose social consequences have already left a hundred dead.

But, above all, in the midst of the controversies generated by the complaints against the governments of Nicaragua, Venezuela and Cuba regarding respect for human rights and their autocratic regimes.

The agreement reached by all CELAC countries stresses the

"commitment to democracy, promotion, protection and respect for Human Rights". 

It also recalls that in the spirit of what was stated in the Declaration of the Summit of Unity of Latin America and the Caribbean of the Riviera Maya of 2010,

"democracy is a conquest of the region that does not admit interruptions, in accordance with the order legal status of the States, nor setbacks".

"In this regard, we reiterate

our firmest commitment to the preservation of democratic values

​​and to the full and unrestricted validity of institutions and the rule of law in the region."

In turn, they underlined the commitment

"to respect the constitutional powers of the different powers of the State and the constructive dialogue between them"

.

In this sense, CELAC's pronouncement comes at the same time that the Argentine government defended this Monday before the United Nations its assault against Justice and the request for impeachment against the members of the Supreme Court.

Venezuela, Cuba and Malvinas

Meanwhile, in its section on the Venezuelan issue, whose President

Nicolás Maduro

decided at the last minute not to travel to Buenos Aires, alleging that his security was not guaranteed, CELAC welcomed "the agreements reached on November 26, 2022 within the framework of the process of dialogue and negotiation between the Government of Venezuela and the Unitary Platform of Venezuela, promoted by the governments of Mexico and Norway”.

"In this sense, we welcome the support of the international community for the implementation of these agreements,"

they said.

Meanwhile, regarding the Cuban situation, they

reiterated the historic demand to put an end to the economic, commercial and financial blockade against the island,

"which, in addition to being contrary to international law, causes serious damage to the well-being of the Cuban people."

“Likewise, we reiterate our rejection of the unilateral lists and certifications that affect countries in Latin America and the Caribbean.

In this regard, we request the exclusion of Cuba from the unilateral list of countries that allegedly sponsor international terrorism," they added.

Meanwhile, the forum promised to continue the work within the framework of the United Nations General Assembly "to ensure that the Latin American and Caribbean region is a territory free of colonialism and colonies."

In this sense, they reiterated "the strongest

regional support for the legitimate rights of the Argentine Republic in the sovereignty dispute over the Malvinas,

South Georgia and South Sandwich Islands and the surrounding maritime spaces, as well as the permanent interest of the countries of the region in the resumption of negotiations between the Argentine Republic and the United Kingdom of Great Britain and Northern Ireland in order to find, as soon as possible, a definitive and peaceful solution to this dispute".
