According to the KBA, the proportion of failed theory tests in Germany has risen from 29 percent in 2013 to 37 percent in 2021.

In the practical tests for car category B, the failure rate increased from 37 percent in 2013 to 43 percent in 2021.

Christian Stadler (53) confirms this development.

It is true that he cannot come up with exact values ​​for the region.

But: "I would put the numbers over the district." Stadler runs a driving school in Rottach-Egern and is also district chairman of the Bavarian driving instructors' association and here also deputy regional chairman for the Oberland.

The reasons for the decline in the success rate are complex.

Stadler sees one reason in the extension of the practice test driving time from 35 to 45 minutes.

"It's like at school: the young people are no longer able to concentrate." More exam time also means more time to make a crucial mistake.

According to the Rottach driving instructor, the lack of preparation plays a role.

Young people lose the connection to their vehicle: "The car is almost like a foreign body," Stadler describes his observations.

He often has the impression that an examinee simply gets on the exam and tries his luck.

Self-assessment: poor.

Parents also play a role.

"If the child is constantly being driven to school, that's not road traffic education," argues the district chairman of the driving instructors, who also evokes role models for parents.

Stadler's example: A learner driver failed the test because he ran over a stop sign 300 meters from his parents' house.

"Dad never stops here either," said the young man, according to Stadler.

Whereby: Accompanying driving from the age of 17 definitely has a traffic-educating effect on the part of the parents.

And the fact that young drivers have a much better grip on their car after one year of accompanied driving than learner drivers with an apprenticeship from the age of 18 is also confirmed by the Driving School Industry Report 2021 by the Moving association.

However, the registration rate for the BF17 model fell from 70 to less than 50 percent.

Practice is one thing, theory another.

The German exam catalog now includes 1500 possible questions, and what is happening on the streets is becoming more and more complicated, for example due to new road users such as e-scooters or the emergence in general.

It is possible that learner drivers are overwhelmed by the scope of the learning material.

Stadler also says: "The exam also includes an incredible number of technical questions." It doesn't help that the young people are dealing less and less with their vehicle - and apparently not with the learning material either.

A survey by Moving showed that almost half of learner drivers study less than ten hours for the theory test, while driving instructors tend to use an average preparation time of 25.3 hours.

As a result of all these influencing factors, the number of failures increases.

Incidentally, neither the district office nor the TÜV have figures for the district, as a request from our newspaper revealed.

After all, the examinees do not blame the driving schools for their failure.

In the Moving survey, satisfaction with the training was around 80 percent.
