Finsing

- Several times discussed in advance, there were no more discussions in the Finsinger municipal council on Monday evening about the budget and financial planning.

However, there was a need for speech on the subject of tax increases, which was ultimately decided.

As reported, the Finance Committee dealt intensively with the figures a week ago in order to have a balanced and therefore approvable budget for the years 2024 to 2026.

So you want to repay the loans of six million euros for the school in 30 instead of 20 years.

The forecast district levy is also frozen at 3.59 million euros - in principle against our better judgment, because the levy has risen every year and will certainly continue to do so.

In addition, the municipal council wants to go into seclusion again this year to explore further savings opportunities.

However, since this will not be enough to avoid having a deficit in 2025/26, "we also need an improvement in the revenue situation," said Mayor Max Kressirer (WGE).

This is where taxes come in.

Treasurer Christian Numberger has always gone “to the limit” with trade tax in recent years.

However, the committee saw them a bit more positively, and 2.2 million euros were also set aside for the next few years.

This is also due to the good result from the previous year: Here the trade tax was 2.4 million euros, i.e. more than 900,000 euros above the estimate and even significantly above the pre-Corona level.

The municipality is therefore counting on the tax capacity remaining at the same level.

If this is not the case and the trade tax falls, "then it tears our budget apart," warned Ludwig Lex (FWF).

"I would still try everything that we don't have to raise the rate at all, not even in 2025/26."

H. was also discussed in the committee.

This would bring additional income of around 300,000 euros.

According to Kressirer, however, it is problematic that the direct commercial area neighbor Neuching still has a set of 350 points, and one does not want to send the wrong signal to the companies.

Instead, Lex advocated raising the property tax as early as January 1, 2023, after all this was the “fairest tax because it affects all citizens”.

Kressirer had previously suggested this for both property taxes, which last rose from 280 to 320 points in 2016.

Now increase the property tax B to 400 v.

H., this results in a plus of 100,000 euros.

The property tax A for agriculture and forestry, on the other hand, currently brings only 45,000 euros, an increase here is "not the big hit, but if it were, both would have to be raised," says Kressirer, who immediately spoke in favor of the Erding level of 450 points .

However, there were only two votes for this proposal, and the majority voted instead for the rate of 400 BC.

H. decided.

On the subject of savings, Lex also advocated making cutbacks when expanding the school.

Now, before the tenders, is the right time to question things like floors, windows or doors.

With a construction costing twelve million euros, you have to take the time to do it.

Dieter Heilmair (CSU) had recently proposed village renewal, flood exposure and elevated tanks as projects that should come up at the savings retreat.

Why?

"Because we had prioritized these three investments after school and kindergarten." And if you still have to push something, then you can roll up this list of priorities from the back and don't have to discuss it all over again.

When it came to the term "village renewal", Lex felt the need to clarify that it was about the renewal of the rainwater drainage system in Finsing and the renovation of Hofener and Kirchenstrasse.

"It's important to me because there are many people in the population who think we'll plant a few trees and hedges and make the village more beautiful." Especially in the current situation, when it's about not pushing anything, what does not have to be, this is important.
