About two years after the suspicions of corruption at the top of the Beitar Illit Municipality were revealed, and after repeated appeals to the prosecutor's office and the police to investigate the case, the national fraud investigation unit in Lahab 433 summoned Moshe and Nahoi Proosh, the sons of Minister Meir Proosh, for investigation on suspicion of committing crimes of moral purity.

The two were released after the investigation under restrictive conditions.

Along with them, Eliezer Lazar, who ran for mayor of Safed in 2018, was also arrested.



The police statement stated that the National Fraud Investigations Unit in Lahab 433 (IAHA) opened an investigation in 2020 into the suspected involvement of public servants in the city of Beitar Illit, in crimes of moral purity, in connection with the transfer of funds to an educational institution in the city of Beitar Illit. Yesterday (Tuesday) ), it was said in the announcement, the investigation became open, and as part of it, a number of suspects were summoned for questioning. The investigation is accompanied by the Jerusalem District Attorney's Office.

In an investigation published in April 2021 by Haaretz journalist Aharon Rabinovitch, the alleged bribery deal was revealed, in which senior officials of the Shlomi Emonim faction, a Hasidic current in the ultra-Orthodox party Yehud HaTorah, were involved.

This is an alleged deal that was forged on the eve of the local elections in October 2018, at the offices of the Beitar Illit municipality.

Among the participants in the meeting were officials from the Shlomi Amonim faction and Eli Zalmanovitz, a resident of the city who served as the chairman of the parents' committee of an educational institution for special education, which was harassed by the municipality through an alleged budget freeze at the expense of the institution's children, against the background of an ongoing conflict with the municipality's administration.



At the same time, Zalmanovitz's brother-in-law ran for mayor of Safed that year, a fact that greatly disturbed the Shlomi Amunim faction due to its support for a rival candidate.

The purpose of the meeting was to pressure Zalmanovitz to convince his brother-in-law, Eliezer Lazar, to withdraw from the race.

In exchange for this, the municipality of Beitar Illit agreed to transfer to the educational institution a budget of approximately 800 thousand shekels, and another 300 thousand shekels from the municipality of Safed to the candidate who retired, along with his appointment as chairman of the planning and construction committee in the northern city.

In the recordings from the meeting, Moshe Perosh is recorded convincing Zalmanovitz to accept their offer, and makes it clear how far he is willing to go: "I deposit with him (a lawyer whom the parties knew. S.H.) 700,000 shekels in cash in a bag.

I want it to happen tomorrow," says Proush in the recording. "It could take ten days or two weeks for it to pass, I don't want to waste time.

In the end, the deal did not materialize. Zalmanovitz's brother-in-law, Eliezer Lazar, ran for mayor of Safed, a race in which he lost.



Attorney Ofer Bartel from the Bartel Cohen office, who represents Moshe and Nohi Proosh, said: "This is a political negotiation, which was conditional on the approval of legal advisors.

In the recording, it was clearly stated several times that any consent is subject to their approval - as much as it is given.

The negotiations have not ended, so it is an egg that was never born.

We are sure that as the case was closed in the past - so it will be closed this time as well."
