In the SPIEGEL top-level discussion with moderator Markus Feldenkirchen, he warned that the delivery of further offensive weapon systems could lead to the war escalating even further.
Stegner had also expressed skepticism about the supply of Leopard tanks.
Now that the federal government has decided to take this step, he pointed out that it will only be seen later whether the tanks will lead to the war ending earlier – or simply to more deaths.
One might be talking about a long war, said Stegner.
“That means death, expulsion, rape, destruction.” Nevertheless, there is no alternative to helping Ukraine.
Action must be taken together with others - and not just according to the demands of the Polish government spokesman.
Poland's government has repeatedly criticized Germany for being too hesitant to provide arms to Ukraine.
According to Stegner, he understands the special situation in Ukraine, but not all demands can always be met.
"We have a high level of common interests with Ukraine, but we do not have identical interests."

Left boss Janine Wissler went even further.
She fears that Germany will be drawn more and more into the war through arms deliveries - and that Russia could resort to nuclear weapons in the worst case.
"We live in the atomic age," said Wissler, and in this age great powers should never be at war with one another.
Nuclear weapons could potentially wipe out all of humanity.
"At a time like this, we have to talk about keeping the peace, about collective security and not about ever further armament." The West must not allow any escalation, according to Wissler, one cannot simply keep supplying ever heavier weapons.
"It's not a strategy, it's a very dangerous slide," said Wissler.
