Liu Yeqiang, chairman of the Heung Yee Kuk, said that the Heung Yee Kuk proposed to distribute 5,000 yuan of electronic consumer coupons to stimulate local consumption, and to exempt residential property rates from 2023 to 24, and to provide additional tax relief for those who live with their parents and the elderly. Old age allowance (commonly known as fruit gold) application age is lowered to 60 years old.
The Heung Yee Kuk also proposed to increase the salaries tax by 1% for high-income earners whose annual income exceeds 2 million yuan.

In terms of the property market, the Heung Yee Kuk pointed out that "spicy tricks" should be phased out, and HOS flats can be sold to the public at cost.
As for housing construction on land in the New Territories, the Heung Yee Kuk advocates speeding up the approval process and land premium application, increasing the density of small houses, allowing the construction of multi-storey buildings and developing "villages in the city".
In terms of transportation, the Heung Yee Kuk also proposed free traffic on the Tate's Cairn Tunnel, Tai Lam Tunnel, Jian Shan and Sha Tin Ling Tunnels, Shing Mun Tunnel and Lion Rock Tunnel, and built a road from Tseung Kwan O to Heung Yuen Wai Port via Sai Kung Ho Chung and Tai Shui Hang , and increase the first registration tax for gasoline private cars, and at the same time expand the "Easy Charging Subsidy Scheme for EV Housing Estates" scheme to rural areas in the New Territories.

In terms of territory-wide policies, the Heung Yee Kuk proposed to hold more international conferences, financial summits and sports events.
It can also exempt foreign talents from stamp duty and provisional salaries tax on property purchases, and can enjoy tax exemptions for employing older employees, and subsidizes non-local students who are willing to stay in Hong Kong to work after graduation to study in Hong Kong.
In addition, it is also recommended to strengthen funding for local films, so as to strive for more Hong Kong-produced films to be screened in the Greater Bay Area through introduction.
