Sergio Massa modified the Budget: more funds for K universities, a nod to a radical leader and millions for Tombolini

He did it less than a month after the start of the year and came out with his signature and that of the Chief of Staff, Juan Manzur. He handed over 2.4 billion to Tombolini for price control, among other deals.


Less than a month after the start of the year and with the 2023 Budget approved and defined, the Government, with the signature of the Minister of Economy, Sergio Massa and the Chief of Staff, Juan Manzur, ordered a modification in expenses through a resolution published on Thursday in the Official Gazette.

Among the readjustments there are surprises and beneficiaries.

One of those who received the most extra funds is the Secretary of Commerce, Matías Tombolini, who added $2.4 billion for price controls.

It is a millionaire sum and it is not clear what it will be used for.

Tombolini comes from a strong controversy after he authorized the union of truckers led by Hugo and Pablo Moyano to join the control of the Fair Prices program in supermarkets.

In charge of this task was the trucker leader of the Logistics area, Oscar Borda, who has a violent history. 

But there are more surprises in the readjustment of the Budget that Massa and Manzur authorized.

A series of universities appear that will receive new funds at the start of the year, some controlled by Kirchnerism.

Although there is also the UBA, where the UCR deputy Emiliano Yacobitti is vice rector.

Yacobitti has a good relationship with Massa.

Of radical origin, it is part of Evolución, Martín Lousteau's party and was a key piece for the Government to approve the 2023 Budget last October.

His block of radicals from Evolución was the one that gave the quorum so that it can meet and then voted in favor.

It is day Yacobitti justified himself and said that he had the Budget.

"avoids discretion in the distribution of funds".

This first discretionary distribution goes against his own claims.

The UBA, which today is managed by Ricardo Gelpi, another radical and who answers to Yacobitti, will receive $1.150 million.

Other universities more closely linked to Kirchnerism appear on the list.

These are the ones that were created in the suburbs and that many times function as boxes of politics.

The one in Lomas de Zamora, controlled by Diego Molea, a former counselor to the Magistracy and an ally of Massa, will receive $580 million.

The one from San Martín got $550 million and the one from Jose C. Paz.

Located in the municipality of the historic suburban chief Mario Ishii, it will benefit with $500 million.

Hurlingham University will receive $500 million, La Matanza University $470 million and Moreno University $250 million.

The numbers for the Conurbano institutions contrast with those that the National University of Córdoba will receive, which has much more history, teaching staff and number of students than those located in the Province of Buenos Aires.

It will receive $500 million, the same funds as that of Hurlingham and less than that of Lomas de Zamora, controlled by an ally of Massa.

Massa will also allocate, within the Ministry of Economy, funds for "promotion of technological development."

There are another $2,400 million - the same figure that Tombolini will receive - and these funds can be transferred to "provincial institutions or municipalities."

It is practically a million-dollar box from which the municipalities can benefit.
