Federal Transport Minister Volker Wissing wants a 49-euro ticket that is only available digitally.

But that would exclude people without a smartphone, which is why Bavaria announced a solution.

However, this does not consist of a paper ticket, as initially reported.

The alternative to a purely digital Germany ticket “has to exist,” said a spokesman for the Bavarian State Ministry for Housing, Construction and Transport in an interview with

However, a paper ticket is out of the question, since it would not be possible to check it outside of Bavaria.

This should also enable older people or students without a cell phone to buy the discounted ticket.

This was announced by Bavaria's Transport Minister Christian Bernreiter (CSU) on Friday shortly after the federal and state governments had agreed on the Germany ticket.

Federal Transport Minister Volker Wissing (FDP) favors a 49-euro ticket that is only available digitally.

This would mean that people without a cell phone would be virtually excluded.

"We won't let ourselves be bullied, but will launch the Deutschlandticket in such a way that everyone can use it, even if they don't have a smartphone," said Bernreiter.

The CSU politician emphasized: "We want to win new passengers and not exclude them." Otherwise, Bernreiter welcomed the agreement.
