Any law and regulation that will require the state to allocate a special budget during the next two years must appear there.



While in the Treasury, the internal budget discussions with Minister Bezalel Smotrich continue, and the government ministries are warming up their engines to rake in a little more from the coffers, such as the statement by the Minister of National Security Itamar Ben Gabir to establish a "National Guard" - in the coalition they understand that they still have a long way to go.

None of the parties will be willing to delay: according to the law, if the budget is not approved 84 days after the formation of the government - it will dissolve.



You can look at the coming period as the first real test for the 37th government, since most far-reaching election promises require a special budget.

It is true that this is only the first draft, and the Ministry of Finance emphasizes that there are going to be many changes and significant additions, but what is published in the draft, and especially what is not, succeeds in teaching us a lot about the plans of the upcoming government - and the cards they keep close to their chest.



So what goes in?

And what is left, at the moment, outside?

15 cents per kilometer?

Within two years of the approval of the law - four metropolitan transportation authorities will be established, managed by the heads of the largest authorities in each geographic region (Tel Aviv, Jerusalem, Haifa and Be'er Sheva).

Behind the decision is the understanding that the authorities know the area and will be able to adapt in the most intimate way the needs of the population to public transportation in the residential area.

All of this up to a certain limit - because the last section denies them an important possibility: the decision to operate public transportation on Shabbat will remain in the hands of the state.



In general, it is evident that the upcoming Law of Settlements has an emphasis on the independence of local authorities.

Their possibilities to adapt school education and public transportation to the nature of the place are increasing.

"Strong" municipalities will have the option of taking loans to the extent of 10% of the budget, without the approval of the Ministry of the Interior.



There is also good news for owners of electric vehicles.

The new government understands that due to the gradual transition to electric vehicles, the excise tax they have been collecting until now on fuel is decreasing, and a budgetary alternative needs to be found.

If it passes - starting in 2026, every kilometer traveled by electric vehicle will cost 15 cents.



Perhaps the ultimate sign of the dry winter that afflicts us is that the most significant storm we experienced at the beginning of January is the storm of the National Guard.
